PM: Concentrating all resources to develop Hoa Lac Hi-Tech Park

Prime Minister Nguyen Xuan Phuc asked the Management Board of Hoa Lac Hi-Tech Park to focus on attracting investors, creating the most favorable conditions for developing the park.

Visiting the park on February 22, PM Phuc said he hopes that it will be filled with projects at the earliest time and become a big production center of the capital, thus contributing to the country’s science and technology development and bringing added value to the economy. 

He asked ministries, sectors, and the Hanoi People’s Committee to speed up construction to avoid missing any science-technology development opportunities.

Specifically, the Ministry of Science and Technology (MoST) needs to carry out measures to realise policies to attract more high-quality human resources, while the Hanoi People’s Committee should help speed up the land clearance process to quickly complete the park’s construction, he said.


The Government leader also requested MoST and related offices to soon grant investment licenses to NIDEC Group, which decided to pour US$400 million into the first phase of its two projects and plans to invest in three more projects with a total registered capital of US$1 billion in the next stage.

Located in Hanoi’s Thach That and Quoc Oai districts, the 1,586ha Hoa Lac Hi-Tech Park is expected to become a science city hosting investors in biotechnology, information-communication, new material technology, and automation.

Modern infrastructure is being built at the park using the State budget and official development assistance (ODA) provided by the Japanese Government.

As of late 2017, the park had 81 valid investment projects, with a total registered capital of over VND66 trillion (US$2.9 million), on an area of 358ha. Last year, the park attracted many big technological projects, including Hamvha Techwin’s US$200-million Hamvha Aero Engines project.

Prime Minister Nguyen Xuan Phuc has expressed his wish that Hoa Lac Hi-Tech Park in the outskirts of Hanoi will make great contributions to the Fourth Industrial Revolution and serve as a nest for Vietnam’s fledgling startup ecosystem.


The PM called for specific mechanisms to attract high quality manpower, including researchers to the park while speeding up settlement of issues related to land and site clearance in order to grasp every development opportunity.

According to Pham Dai Duong, Vice Minister of Science and Technology and Head of the Hoa Lac High-Tech Park Management Board, the park has conducted technological transfer activities and built a bank on science and technology information with nearly 10,000 experts.

On this occasion, PM Phuc visited Hanwha Aero Engines project of Hanwha Techwin company with an investment of US$ 200 million. As scheduled, the first factory will come into operation in April, 2018 and the remaining two factories is respectively built and completed by 2022.
