Paris Agreement on climate change to be implemented in Hanoi

The Hanoi People’s Committee granted the Plan No. 228/KH-UBND on implementing Paris Agreement on climate change in the Capital City.


 

Under the Plan, Hanoi will carry out the Paris Agreement in two phases from 2018 – 2020 and 2021 – 2030 with five key mission groups, including: reduction of greenhouse gas emission; climate change adaptation; preparing for human resource, technology and finance; establishing transparent and public system; building and completing policies.

The Municipal People’s Committee assigned the Department of Natural Resources and Environment to take prime responsibility to implement the plan. Particularly, the Department of Natural Resources and Environment will be in charge of supervising, evaluating the implementation of the agreement in the area; periodically reviewing the implementation process so that the People’s Committee will give reports to the Ministry of Natural Resources and Environment and National Committee on Climate Change.



 
In addition, the city’s departments, sectors are tasked to monitor, evaluate the implementation within their assigned functions and missions; summarize and give reports to the Municipal People’s Committee and the Department of Natural Resources and Environment for general summary.

Meanwhile, districts, suburban districts and towns will be responsible for directing Divisions of Natural Resource and Environment to supervise, evaluate duty performance in localities; give reports on implementation situation to the Municipal People’s Committee and the Department of Natural Resources and Environment for general summary.

The Paris Agreement, which was adopted during at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 21) in December 2015, entered into force on November 4 last year.
