Optimizing infrastructure capacity with smart traffic
Ngoc Thuy - Minh Tuong 08:44, 2017/08/02
Poor traffic infrastructure and rising number of vehicles are causing congestions in Hanoi. Experts said it’s high time now for Hanoi to build and put into use smart traffic management to optimize the current infrastructure capacity.
Seven million people, 5.5 million vehicles and 90% of mobility by motorcycles  are excecising heavy pressure on Hanoi road infrastructure, causing traffic congestion and pollution. To deal with traffic congestion, according to the Deputy Chief of the National Traffic Safety Committee Nguyen Huu Minh, in the world there are three measures including rationalizing mobility, expanding infrastructure and optimizing the existing infrastructure which includes the application of smart technologies.

The demographic distribution of Hanoi is experiencing imbalance due to the lack of a comprehensive masterplan, experts said. Heavy demographic concentration in the city’s center together with rising traffic demand are overburdening the road infrastructure here. Hanoi is in urgent need of a smart traffic management suitable to the current situation and future development.

Smart traffic  means  the application of technologies including sensors, electronic controls, informatics and telecommunications to operate  the traffic system. A smart traffic management consists of an operating command center, the systems of  traffic monitoring , atraffic information and control system, a system of security and safety, an emergency management system; and solutions to manage traffic infrastructure, transportation  and private vehicles.

Hanoi has placed orders to the  FPT information system to develop and apply  smart traffic in the city. Vice Director of the Hanoi Urban Transport Management and Operation Center Duong The Binh said, the system will be built based on the existing infrastructure and focus on the  priorities including the installation of data transfer devices and digital tickets  on  500 buses on 20 routes, improving infrastructure at 5 main interchanges and  improving the signboards and information display  screens in 300 bus stations.

In the next phase, transport infrastructure and vehicles database will be digitalized to balance the number of vehicles and the development of infrastructure and  avoiding traffic law violation and tax evasion from transport operators. Furthermore, passengers will be provided with real time  digital maps and traffic information to plan their movement. In the coming time, e-ticket will be introduced for multi-modal public transport services, with an aim to maximizing the service capacity and efficient financial management.

Besides, in 2017, Hanoi Transport Department will work with FPT company to build traffic monitoring and information center to receive information from traffic cameras and GPS devices. The traffic information system, in combination with digital maps and related mobile apps as well as websites will be put into operation next  September 2. The passenger bus management system is expected to be completed next October.

Smart traffic helps analyze and collect information on traffic and passenger flows, in turn supporting transport agencies in developing solution for better traffic management and organization. Information collected from smart traffic will greatly contribute to the development of urban transport in Hanoi in terms of master planning and policies development - Vice Director of Hanoi Urban Transport Management and Operation Center Duong The Binh.
