Long Bien district and Hanoi Department of Finance lead PAR index in 2016
At the online meeting chaired by Hanoi People’s Committee Chairman Nguyen Duc Chung on July, the Director of the Department of Home Affairs Tran Huy Sang announced the results of the Public Administration Reform (PAR) Index of the city’s departments and district people’s committees in Hanoi.

The PAR Index of 2016 of departments and agencies are divided into 4 groups: Group 1 has a ratio of over 90% with only the Department of Finance achieving 91.12%. Group 2 has the index from 85% to under 90%, including the Department of Information and Communications, the Department of Home Affairs, the Office of City People’s Committee, the Department of Planning and Investment, the Department of Industry and Trade, the Department of Justice, and the Department of Natural Resources and Environment. The group with an index from 80% to under 85% includes the Department of Education and Training, the Department of Transportation, the Department of Construction, the Department of Planning and Architecture, the Department of Science and Technology, the Department of Labor, the Department of Foreign Affairs, the Department of Health, the Department of War Invalids and Social Affairs.
The Director of the Department of Home Affairs said the average PAR index score of either the district people’s committees or the city’s departments is above 80%, showing the awareness and determination of the leaders at departments and district people’s committee.
The Hanoi’s departments also achieved high score in 3 sub-indexes with the average value of above 90%, specifically: administrative procedures reform, organization structure reform and the implementation of one stop shop mechanism. With regard to district people’s committees, the sub index of financial procedures reform for administrative agencies and public agencies reached the average value of above 90%.
