Improving capabilities in computer incident response

The Prime Minister has approved the proposal of “Improving the capabilities of the network of response team in computer incidents, and capabilities of personnel specialized in responding to network security issues nationwide until 2020, with vision to 2025”.
According to the government’s vision to 2025, it is nesseceary to transform Vietnam Computer Emergency Response Team (VNCERT),which is currently a ministerial unit into a professional and efficient agency, capable with regard to human resources, technologies and techniques in managing the network security issues nationwide in a timely manner; coordination of the development standards and technical regulations on computer network safety; encourage the formation of CERT systems in agencies, organizations and enterprises; being the contact point with the foreign computer rescue organizations (CERTs).


Forming a strong network of response team in computer incidents, operating in a united and professional way with other related units to reinforce smooth communication channels among all response teams and strengthening coordination to better response to net work security incidents. At the same time, it is necessary to train and develop efficient response teams with deep understandings, experience and expertise to deal with cyber attack and network security incidents. The aim until 2020 is to enhance capabilities of VNCERT through developing procedures and regulations; investing in Information & Technology (IT) system to actively monitor and collect information with regard to computer incidents; the system will receive, store and analyze information of computer incidents; improving capabilities in managing and sharing information of computer incidents; facilitating activities of response teams network and specialized units, administrative agencies to deal with network security issues; improving capabilities in monitoring, collecting, analyzing and identifying incidents, as well as to coordinate, response to incidents occurred in the network; raising public awareness about online security with more and more websites being defaced and malware spreading among computers. 

In order to achieve above mentioned objectives, the proposal set up 7 following missions: improving capabilities of the national coordination unit; improving and enhancing efficiency in operation of the network of response teams in computer incidents; improving the activities in collecting, analyzing, identifying, warning, coordinating and responding to network security issues of the national coordination units, related agencies and members of the network of response teams; organizing incident drill, in which computer emergency response teams participate in reporting, handling, investigating, analyzing, and overcoming specific incidents; developing human resources and enhancing capabilities for response team members to deal with incidents and ensure smooth information exchange; improving capabilities and organizing operation for related unites, specialized units to deal with computer incidents nationwide; developing and applying international standard and best practice to prevent risk and ensure safety in network information security. 

Regarding ransom ware WannaCry, Vietnamese agencies, organizations and enterprises have updated security patches for 5,322 servers and 114,159 workstations, but to date, 200 servers and 4,403 workstations have not been upgraded with the latest patches against WannaCry, said VNCERT. In the future, Vietnam needs to rely more on productivity gains driven by innovation and IT in order to boost the economy growth. So it is vital to ensure the IT security, as well as efficiency of information exchange and network operation. 

As such, all the key elements, relationships and dynamics are considered, which drive the Vietnamese innovation system and opportunities to enhance it through government policy. At present, increased competition in globalizing markets means that it is more important than ever to invest early in advanced technological capabilities. This will help Vietnamese enterprises better position themselves in global value chains.
