Ho Chi Minh City marching towards smart and sustainable urban center
The city makes a great contribution to the overall development of the country.
On the occasion of the 43rd anniversary of the Vietnam's reunification day (30/4), the Hanoitimes had a conversation with Tran Vinh Tuyen - Member of the Standing Committee of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee on the city’s outstanding achievements, especially in the field of urban management and development.
Ho Chi Minh City has made great strides forward for the past 43 years after the liberation. To keep up the momentum, which programs will the city government focus on in the future?
Being the economic, financial, commercial, scientific and technological center of the whole country and being considered as a dynamic development city in the region, the Party, Government and the people of the city consistently act with high determination to achieve the goal of becoming a sustainable urban center.
The 10th City Party Congress of the 2015 – 2020 term has passed Resolution on Seven breakthrough programs for the coming time. This includes major programs such as: the Program to Improve the Quality of Human Resources; the Public Administration Reform Program; the Program to Improve the Quality of Growth, Competitiveness of the Economy; the Program to Reduce Traffic Jams and Accidents; the Program for Flood Mitigation, Response to Climate Change and Sea Level Rise; the Program to Reduce Environmental Pollution; the Urban Embellishment and Development Program.
As decided at the conference on implementation of socio-economic development plan and budget estimation, in 2018, Ho Chi Minh City will focus resources, solutions and accelerate the implementation of 7 innovative programs linked to the special mechanism provided under the Resolution No. 54 by the National Assembly (on the pilot of the special mechanism and policy for development of Ho Chi Minh City, effective from January 15, 2018.) According to this Resolution, the city will focus on land management, investment, finance and budget, specifying the authority delegation mechanism among different levels of city government and the incomes of cadres and civil servants under the management of the city.
Especially, in preparation for the mid-term review of the 10th Congress of the City Party Committee, the Party Committee has striven to attain important achievements in all areas, bringing more and more benefits to the people; from the City’s practical experience, contributes to the Party Central Committee’s research on the enhancement of the Party’s renovation policy, particularly on two major issues: (i) the continuous improvement of the socialist-oriented market economy and (ii) the acceleration of industrialization and modernization.
In the above seven breakthrough programs, Ho Chi Minh City has been particularly interested in sustainable urban development. Can you tell us more in detail?
The city government sets sustainable development goals, targeting 4 criteria/indicators: good management, good competition, strong financial health and good living standard. Thus, the Urban Embellishment and Development Program is given top priority, including planning, construction management, land management, natural resources and environment, transport, water supply and drainage, housing management, general issues about the order and procedures of investment in important construction works. But most importantly, solve the problems pertaining to sustainable living. The city is positively addressing the problem of houses above and along the canals, renovating and rebuilding old residential buildings, upgrading the streets and pavements… In the course of implementation and classification, the publicity and transparency must be ensured through bidding to select investors.
Ho Chi Minh City is stepping up the Smart Urban pilot project. What are the criteria for this urban model and the plan for implementation in the coming time?
Smart City is a combination of 6 areas with many criteria. The first is Smart Urban Management such as tax administration, administrative administration, complaint reception and policy. The second is Smart Life such as drainage and sanitation, water supply, electricity supply, housing and safety for residents. The third is Smart Residents such as education, community involvement, community health and comprehensive development. The fourth is Smart Movement such as transportation, information technology and communications. The fifth is the Smart Environment such as environmental pollution and sustainable resource management. The sixth is Smart Economy such as income level, labor market and urban poverty.
To implement, the city plans to establish 4 centers: the Open Data Ecosystem Development and Shared Data Center, the Smart Urban Management Center, the Information Security Center and the Forecasting and Simulation Research Center to support the formulation of city’s socio-economic development strategy. As planned, District 1, District 12 and Thu Thiem new urban area (District 2) will be 3 pilot units of the project. When the pilot is successful, the city will immediately apply and widely deploy to other districts, departments and sectors.
Urban development is always associated with the real estate market. In the coming period, how the city government will manage this market?
Urban development strategies aim at five basic objectives: people's livelihoods, environmental quality, spatial development and infrastructure, financial policies and state management. In other words, the contents of state management program in urban areas include many tasks such as: Development and management of development strategies; Issuance of legal documents; Management of construction investment and real estate market; Provision of technical infrastructure; Protection of environment, security and social order; Cultural development and heritage protection; Inspection and handling of urban order violations; Settlement of disputes, complaints and lawsuits; Social evil prevention, fight against exploitation, and poverty eradication; Organization of the existing urban administrative apparatus.
The real estate market has also been included as a task under the State management program in urban areas. Therefore, in order for this market to develop, it is necessary to meet basic conditions such as land fund, finance and regulations.
Regarding the available land fund, the city will strictly manage the rate of converting agricultural land to urban land, ensure the ownership and development of information systems and storage. In addition, the development of urban infrastructure, such as investments in road transport projects, public transport, water supply and drainage, public-private partnerships (PPP) expansion, etc. also promotes growth in the real estate market.
In terms of finance, the city has proposed an increase of the land price adjustment coefficient in 2018 to 0.1 times the current land price adjustment coefficient. Surveys of the land price as transacted in the market and as compared with compensation prices that have been approved for a number of roads show that the land price at the roads under the survey tends to increase by 10 to 20%. Therefore, the increase of 0.1 time for the land price adjustment coefficient in 2018 is appropriate, because the increase is about 10% only, not much disturbing nor affecting the land users.
However, the regulations on urban planning are still of the utmost importance. The city will boost reform, shorten the time required for project approval and ownership right granting, and especially, will strictly handle cases of officials being corrupt or causing troubles for enterprises, etc.
