Hanoi's voters expect high quality in law building

Voters hold high hopes that the National Assembly deputies will fulfil their responsibilities and meet people's expectations.

The Hanoi delegation of National Assembly (NA) deputies have sent recommendations and views related to 35 groups of issues to the NA ahead of its 4th session held today [October 20], including suggestions for higher law-making quality.

Locals expressed great appreciation at meetings between voters and NA deputies from Hanoi for the authorities' efforts in safely and flexibly adapting to the pandemic for socio-economic recovery and ensuring national defense, security, and social welfare.

Voters also voiced the necessity to perfect the legal framework against corruption, waste, and bribery as the authorities have recently brought major corruption cases to justice.

Amid rising inflationary pressure, Hanoi's voters expected the Government to come up with long-term solutions to control prices of strategic commodities, especially those related to health treatment, tuition fees, and petrol prices.

"Government agencies are responsible for ensuring sufficient supplies of petrol products to meet domestic consumption and avoid shortage in the market," a summary report noted.

Given that the law-making process is a vital task of the NA, voters have high expectations that the ongoing revision of the 2013 Land Law will address existing problems related to land management, including the land acquisition process and land clearance.

“NA deputies should continue to propose accurate and detailed recommendations to contribute to the quality of bills and resolutions so that once implemented, they would bring the intended impacts to the socio-economy,” stated the report.

Realizing the role of NA deputies in supervising delayed public projects

Hanoi’s voters stressed the necessity for the NA to improve further its supervision role in the Government’s implementation of laws and in identifying corruption cases.

“This is a key solution to timely prevent potential law-violating acts in the state apparatus,” it added.

Voters requested the NA to work with the Government in accelerating major infrastructure projects that are behind schedule, such as the Long Thanh International Airport, North-South expressway, Viet Duc Hospital No.2 and Bach Mai Hospital No.2 in Ha Nam Province, and the Thai Nguyen steel plant expansion project.

"It is necessary for the NA to supervise local authorities in implementing planning, especially in delayed projects causing negative impacts on people's lives. This would include indicting the leaders of the respective units responsible for these projects," the report stated.

Expressing concerns over recent fire incidents in major cities, which caused large numbers of fatalities and injuries, voters expected drastic measures from the Government to ensure fire safety and prevention; withdraw licenses from business establishments that are unqualified for fire safety, especially bars, karaoke parlours, or nightclubs.

They requested the NA speed up the wage reform process and soon raise the average salary for public servants and pensions for those having retired before 1998.

Hanoi voters also expressed concern about environmental pollution and the lack of legal instruments to deal with malicious information on social networks.

"Voters hold high hope for the NA deputies to realize their roles and responsibilities to meet the expectation of the people," the report noted.
