Hanoi’s mayor urges speedy progress in Ring road No.4 project

Chairman of Hanoi People's Committee Tran Sy Thanh has urged State agencies to leave the festive spirit behind and start working without delay. The leaders of each agency must take responsibility for performing their duties in reaching objectives.

Local agencies and contractors are urged to speed up the construction  of key transport and urban projects in the city, especially Ring road No.4.

Chairman of the Hanoi People's Committee Tran Sy Thanh signed Directive No. 347, which urges the municipal apparatus to realize priorities with greater urgency to achieve targets for the city's socio-economic development by 2023.

The mayor previously set the schedule for the project, work on which will begin in June, with completion expected in 2026 before opening to traffic in early 2027.

The project, with a total cost of VND86 trillion (US$3.64 billion) and a total length of 112.8 kilometers, would pass through Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers).

Upon  completion, Ring Road No. 4 is anticipated to enhance the provincial connections linking Hanoi and the northern provinces within the capital area, thereby promoting the socio-economic progress of the entire northern region.

Drastic actions to promote socioeconomic development

The directive also called on local bodies to closely follow the city's action plan to fulfill the 2023 socio-economic development plans and solutions to improve the business environment and economic competitiveness.

In this regard, the mayor expected drastic action from each branch, level, agency and unit to complete their respective tasks under the overall recovery and socio-economic development program.

In addition, there is need to expedite the detailed allocation of the state budget for the public investment plan in 2023, with a high disbursement rate seen as a key solution to boost growth.

"The focus should be on resolving difficulties and obstacles in various fields and accelerating the implementation of large, significant and high implication projects that positively contribute to the development of industries and fields," he said.

In particular, effective investment preparation, project rolling out, capital planning, and project reviews are key factors to improve project readiness, feasibility, and implementation ability, the directive noted.

Another focus is the advancement of digital transformation, in particular through the deployment of government project No. 06, which aims to develop population data, identification and e-authentication applications for national digital transformation until 2030.

This includes administrative procedure reforms such as simplification and digitization, as well as compliance with Directive No. 22/CT-UBND to uphold discipline and administrative conduct. This directive prohibits public servants and officials from attending festivals during work hours, using public vehicles for personal reasons, and mandates that leaders of local bodies only attend festivals when authorized by competent authorities.

The mayor of the city urged local  bodies to leave the festive spirit behind  to begin working   without any delay and emphasized that leaders of each agency should take responsibility for meeting the set goals.
