Hanoi's leaders perform key tasks for fire fighting and prevention in the new context
The Hanoi Party Committee has recently issued Plan No. 57-KH/TU on preliminarily summing up the implementation of Directive 27-CT/TU dated November 19, 2014 of Standing Commission of the Municipal Party Committee over the past three years.
The directive focuses on increasing leadership for fire fighting and prevention, search and rescue in Hanoi in the new context.
The preliminary summarization focuses on following issues: performance of Party units, governments at all levels, agencies and sectors in popularizing, implementing Directive 27-CT/TU and encouraging implementation of the directive; situation and progress of implementing Law on Fire Fighting and Prevention, instruction of the Central Government and Ha Noi on fire fighting and prevention tasks according to their functions in the past three years since issuance of the directive; shortcomings, problems and difficulties of agencies and localities when giving instruction and taking measures for fire fighting and prevention; reasons of the shortcomings and problems, and experiences as well as measures to overcome the problems.
Based on outcome of the directive over the past three years, authorities suggest proposals and measures to give further instruction and ensure fire safety in Hanoi in the future.
The preliminary summing-up of Directive 27-CT/TU is conducted from grassroots level to city level (production facilities, trade and service establishments, units at commune level, ward level, town level, department level, district level, suburban district level, town level and city level). The units at grassroots, commune, ward and town level shall make reports on summing up the implementation of the Directive in three years instead of organizing meetings, and submit report to their superior agencies and Party units by November 10. The units at department level, district level, suburban district level, Party units under the Municipal Party Committee, office of the Municipal Party Committee, Fatherland Front Committee, social, political organizations shall prepare reports on the implementation of the Directive in the past three years, and submit to the Municipal Party Committee by November 15.
The Section of Internal Affairs under the Municipal Party Committee in cooperation with Party unit of Police Department for Fire Fighting and Prevention give guidance, and urge units and organizations to implement the plan. The Section of Internal Affairs in cooperation with Office of the Municipal Party Committee prepare reports on preliminarily summing up implementation of the Directive in three years (without organizing conference), and submit to the Standing Commission of Municipal Party Committee by November 22.
The Department of Education and Training shall integrate fire safety affair into curriculum and extracurriculum activities of schools and educational establishments, focusing on fire safety, fire escape and fighting in case of incidents.
Furthermore, authorities shall conduct survey, inspection and examination, detail responsibilities of agencies, sectors, People’s Committees of districts, suburban districts and towns, as well as responsibilities of Police Department of Fire Fighting and Prevention and Police Department in fire safety management. Attention should be paid to fire safety in households, houses for both purposes of accommodation and production/ trade/ service, production establishments and warehouses in residential areas. They are the reason for several cases of fire in Hanoi, which caused serious loss of lives.
The Police Department shall closely cooperate with Police Department of Fire Fighting and Prevention, and direct police officers of districts, suburban districts and towns to cooperate with each other, check and assess fire safety conditions of aforementioned objects.
Regarding fire safety violations of projects and high-rise buildings, units shall strictly implement directions of the Municipal People’s Committee. The Police Department of Fire Fighting and Prevention shall act as advisor to the Municipal People’s Committee in establishing inter-disciplinary group at city level, checking and assessing fire safety condition and capacity to improve it; the group shall report result to the Municipal People’s Committee, so that the latter will ask Ministry of Construction and Ministry of Public Security to consider and make decision for each case.
