At the administrative reform meeting last week, the head of the Hanoi Internal Affairs department Tran Huy Sang regarded the recent incidents caused by public servants’ misbehavior in Thanh Xuan district and Van Mieu ward as the lessons for all city’s agencies to learn and not to be repeated.  The  investigation of incidents showed that if the public servants’ behavior is more appropriate, there will be no undue affair.
  “The incidents should not have happened. Particularly in the Van Mieu case, when handling after-death procedures, the  officers need to be gentle, handle the matters with utmost urgency and avoid arguing with citizen. The incident went viral in the social network, hurting the reputation of the administration with inaccurate details.  But the misbehaving public servants will be reprimanded because their misbehavior discredited the administration,” said Hanoi chairman Nguyen Duc Chung.
 
The inspection concluded that no gratification money was required by public servants to handle the procedures timely. However, it stressed that the public officers at issue  have to learn from this experience and behave in an appropriate manner. The ward chairman has to bear the responsibilities for the incident according to regulations.
 
The inspection results show Hanoi determination to tighten administrative discipline.  At the meeting, the Chairman of Hanoi People’s Committee Nguyen Duc Chung  openly listed some of the  City’s agencies which have been complained for red tape. He warned that  if internal restructure of public services is not conducted effectively, leaders of agencies  will be replaced.
 
The leaders of city government also required districts and wards to conduct monthly inspection without prior notice to detect and deal with public servants’ wrong doings.  All agencies  need to review their internal  regulations, procedures and policies to continue cutting down or simplifying administrative procedures.
 
Remedying public servants’ behavior is one of the key factors of administrative reform.  Chairmen, vice chairmen of districts and wards and the leaders of agencies, who often interact with people and enterprises have to behave with manners.  Some agencies  that have not made progress  in administrative reform such as the permit issuance units of the Department of Construction and  the Department of Planning and Investment need to change - The Chairman of the Hanoi People’s Committee Nguyen Duc Chung.
