Hanoi vice chairman pledges to continue digital transformation

Digital applications are key to improving public services in Hanoi.

Hanoi authorities will continue to adopt digital solutions and improve the performance and behavior of government officials, according to Ha Minh Hai, Deputy Chairman of the Hanoi People's Committee.

Technology is the key for the capital to manage and process administrative tasks easily and smoothly, he said at the Municipal People's Council session.

"Municipal and local governments will continue to review and cut unnecessary tasks, put more administrative services online, and boost the use of cashless payment across the capital," said Hai.

He added that Hanoi will strive to make the best use of digital platforms, especially the four applications launched on June 28.

"People and businesses will have real-time interactive platforms to communicate with the government. Their reports will be handled as quickly as possible," he noted.

Local governments will step up efforts to reform management methods, build a modern, proactive administrative structure, and improve the legal system to benefit people and businesses.

"We encourage everyone, especially local and government leaders, to be more proactive and set a good example for others to follow," the Vice Chairman said, highlighting that the Hanoi People's Committee will take immediate action against any wrongdoing by officials. Those who are incapable and unethical enough to serve the public will be replaced.

The City People's Committee will soon report to the Hanoi Party Committee and the Hanoi People's Council on how to put into practice the amended Capital City Law and the two master plans for Hanoi's development. The priority is to solve the problems related to the implementation of the government's Project 06 on national digital transformation and the development of the capital into a cultured, modern, and civilized metropolis.

According to a report by the Hanoi People's Committee, the city government has taken measures to decentralize powers to subordinate administrations.

Many administrative tasks have been streamlined and the structural organization has been simplified, improving the quality of public services for people and businesses.

The Hanoi People's Committee has supervised the performance of sub-municipal authorities and agencies to ensure that all tasks are carried out as planned.

Digital solutions are also being used aggressively. The city government has issued four plans, three directives, and about 1,200 orders to reinforce discipline and performance among officials, reducing the number of overdue tasks by 12%.

However, some bottlenecks remain, such as the slow processing of administrative tasks in land and resource management, planning and investment, and public property management. There is also a lack of cooperation between sectors, government agencies, and local administrations, and some civil servants lack the competence and ethics to do their jobs.

Local deputies also questioned the quality of the city's administrative services. They complained that the main problem is the slow processing of business profiles.

According to Le Anh Quan, Director of the Hanoi Department of Planning and Investment, some 16,100 business registration applications have been overdue for three years, representing only 0.7% of the total number of applications processed by the department. Every day, the department has to deal with more than 1,000 applications, which is huge.

The department has reviewed the operation of the department and its units and there will be a one-stop shop mechanism this year to improve public service.
