Hanoi urges on taking measures to shorten time for granting construction licenses

The Hanoi People’s Committee has recently issued Official Letter No. 2238/UBND-DT to request departments to continue carrying out Directive No.08/CT-TTg on taking measures to shorten time for granting construction licenses and relevant procedures.
Under the Official Letter, to well implement Directive No.08/CT-TTg dated March 13, 2018 of the Prime Minister to reduce maximum time for granting construction licenses and relevant procedures, the Municipal People’s Committee asked the Police Department of Fire Prevention and Fighting, the Hanoi Power Corporation to shorten the time for processing  procedures in accordance with Directive No. 08/CT-TTg dated March 13, 2018 of the Prime Minister.

Particularly, the time limit for the appraisal of fire and explosion prevention and fighting measures will be reduced to 20 days, a reduction of 10 days; the time limit to give opinions for planning designs, construction designs will be 5 days instead of 10 days as previously; and the time limit to handle procedures to supply electricity and water and connect water drainage systems will be cut down to 7 days from 14 days. 
The Municipal People’s Committee asked the Police Department of Fire Prevention and Fighting, the Hanoi Power Corporation are responsible for giving reports on implementation results to the Department of Construction before June 15, 2018.
Moreover, People’s Committees of district and towns, on the basis of functions, missions and decentralization, will reduce time for handling procedures related to construction licensing in the areas and give a report to the Department of Construction before June 15, 2018.
The Municipal People’s Committee assigned the Department of Construction to sum up the implementation results of the above-mentioned Directive of departments, sectors and agencies; draft a report to the Municipal People’s Committee; review and ensure that the time limit for granting construction permits and related procedures will be cut down to 120 days from 166 days as directed by the PM at the Directive and give a report to the Municipal People’s Committee before June 20, 2018.
Besides, the Department of Construction will host and cooperate with departments, sectors and relevant units to propose the implementation of one-stop-shop mechanism for a number of administrative procedures; strengthen the application of information technology in processing administrative procedures; enhance the implementation of online public services; give report to the Municipal People’s Committee as stipulated by law.
Meanwhile, the Department of Natural Resources and Environment is tasked to urgently shorten the time for handling the registration of land and property on land, to grant approval for land use, homeownership and ownership right of property on land from 30 day to no more than 20 days; give a report on results to the Department of Construction before June 15, 2018.
