Hanoi urged safe infrastructure after Typhoon Yagi

Hanoi has asked localities to inspect all construction and residential areas threatened by landslides following Yagi.

The Hanoi People's Committee has just issued an official message on strengthening the inspection, verification, and recovery of the aftermath of Typhoon Yagi of Storm No.3 to ensure the safety of construction works and urban infrastructure in Hanoi.

Accordingly, to promptly and proactively deal with possible unusual weather conditions, Chairman of the Hanoi People's Committee Tran Sy Thanh has issued guidelines for preventing and controlling natural disasters. He has asked all localities in the city to focus on the immediate implementation of the following contents urgently:

Check the condition of structures, dismantle and repair damaged and unstable elements, especially in schools, hospitals, apartment blocks, and buildings with large numbers of people in the vicinity. It is necessary to check the condition of doors, railings, high anchors, walls, roofs, electrical and mechanical systems, water supply, and drainage systems.

Some structures that are unsafe or at risk of becoming so, such as old residential buildings, need to be repaired and re-inspected before they can be reused.

Particularly for old public works that have been inspected and classified as high risk (level D), there is an urgent need to assess the structural safety of old and dangerous buildings and public works in urban areas.

Remove and dismantle advertising signs, roof water tanks, corrugated iron roofs, facades, and glass doors damaged by storms.

Check and verify the current status of construction works, machinery, and equipment after the storm.

Dismantle, relocate, or repair damaged works, structures, machinery, and equipment; assess risks to site safety before resuming work in accordance with regulations.

Hanoi has also instructed functional units to immediately draw up plans for dredging, drainage, and flood prevention measures to ensure the technical infrastructure systems in the urban area; inspect the operation of culverts and drainage pumping stations to increase drainage capacity; dredge drainage systems; repair lighting and traffic lights damaged by the storm; inspect urban traffic areas at risk of landslides and flooding to ensure safe and smooth transport; and evacuate residents to safe places.

Remove fallen trees to ensure traffic and construction safety; coordinate with traffic management units, power, water sewerage, and other related infrastructure to ensure prompt handling and repair of damaged infrastructure; ensure compliance with technical requirements, selecting appropriate tree species that are wind and storm resistant.

The Hanoi People's Committee also instructed the Director of the Municipal Department of Construction to preside over, guide, inspect, and urge district People's Committees and related units to carry out all the above-mentioned tasks and report the results within this month.
