Hanoi together with the country to launch sustainable poverty reduction
A national teleconference on the implementation of the National Target Program for Sustainable Poverty Reduction has been recently held in Hanoi. PM Nguyen Xuan Phuc, Deputy PM Vuong Dinh Hue and leaders of several ministries, agencies and localities attended the conference.

The teleconference was organized by the Central Steering Committee for 2016-2020 National Target Programs. Speaking at the event, the PM affirmed that the Party and State pay special attention to poverty reduction, thus the country’s poverty rate fell down to 4.25% in 2015 from 14.2% in 2010. The country sets the target of reducing the proportion of poor households by 1-1.5% annually between 2016 and 2020 in a sustainable way, especially among ethnic minorities.
PM Phuc highlighted the importance of designing solutions to encourage poor people to overcome their hard conditions to get rid of poverty sustainably as the State can not fund them all the time. United Nations Development Program (UNDP) Country Director Louise Chamberlain highly appraised the program in which the Government will further strengthen decentralization and create favorable conditions for people’s involvement in the process of implementing this program.
The program was also designed to encourage self-reliance of the poor, she added. The UNDP commits to assisting Viet Nam in realizing the developments goals of the UN-led 2030 Agenda for sustainable development, she affirmed.
The Government chief also took the occasion to officially launch an emulation movement for the period 2016-2020 to make sure that no one left behind in the fight against poverty. He tasked inferior levels to mobilize all resources from businesses to official development assistance to raise funds for the poor.
Statistic shows that the country’s poverty rate fell down to 4.25 percent in 2015 under old criteria. The poverty rate in poor districts in cities and provinces fell down to 28 percent in 2015 from 58.33 percent in 2010. The ratio declined by an average of 2 percent each year and by 6 percent in poor districts. The average income per capita of poor households increased 1.6 times.
In the 2011-2015 period, the Government poured over VND47 trillion (over US$1.9 billion) into the national target program for sustainable poverty reduction. In the period of 2011 - 2016, the Government has allocated around VND 66,875 billion to buy health insurance; VND38,757 billion to reduce tuition, offer scholarships for pupils, students from poor households, near-poor households; about VND2.660 billion to support residential land, productive land, clean water policies; VND4.230 billion for vocational training, job creation.
The country sets the target of reducing the proportion of poor households to 1-1.5 percent per year from now to 2020 in accordance with the new poverty line in a sustainable way, especially among ethnic minorities; the average income per capita of poor households to increase 1.5 times over 2015.
Speaking at the conference, PM Phuc tasked Party units and Government bodies at all levels to mobilize all resources from businesses to official development assistance to raise funds for the poor, encourage poor people to strive to escape from poverty by themselves.
On the occasion, he officially launched a national movement called “The whole country works for the poor - no one is left behind” to call on all families, enterprises, agencies and international organizations to uphold their social responsibility by raising funds for the disadvantaged and promoting activities to assist disadvantaged locals and households in order to escape from poverty.
Addressing the ceremony, Chairman of the Ha Noi Municipal People’s Committee Nguyen Duc Chung said that Ha Noi has 65,377 poor households and 34,005 near-poor households, accounting for 3.64 percent and 1.89 percent of total households, respectively. Ha Noi targets to cut the rate of poverty to below 1.5 percent in 2020.
