Hanoi to spend nearly $3.9ml on overseas training for public officials

The capital city will give priority to young cadres or female cadres.

Hanoi has made a plan to spend nearly VND90 billion (US$3.9 million) to train public servants in developed countries, according to the municipal People’s Committee.

The committee said early this week that its overseas training project will focus on refreshing and enhancing professional knowledge and skills for around 500 cadres, civil servants, and public employees from the city’s six departments during the 2022-25 period.

These departments need to make detailed plans for their qualified employees to take such refresher courses in Australia, Germany, France, Japan, New Zealand, Singapore, the US and among others, the committee added.

It noted that the training courses are expected to upskill Hanoi’s employees, thereby strengthening their work effectiveness and contributing to the capital city’s management efficiency.

Accordingly, the Home Affairs Department will send 160 staff members to take a refresher course in green, smart, and modern urban development, as well as learn about managing and developing human resources in Germany, Japan, Singapore and the US. The budget for this program is VND29 billion ($1.24 million).  

One hundred employees from the Finance Department will go to Germany, Singapore and the US to learn practical experience in public financial and investment management, public policy and strategy, and the formulation and implementation of public policies with a total budget of VND18 billion ($771,300).

The Department of Information and Communications will spend VND3.6 billion ($154,200) for 200 staff members to be trained in information technology application in e-government, digital administration, smart metropolis, and digital transformation.

With the same expenditure, the Department of Science and Technology will send 20 staff to Australia, New Zealand, Singapore and the US to learn how to develop, manage, and implement policies in the scientific and technological sector.

One hundred officials from the Department of Education and Training will learn experience in digital transformation in education management in Australia, New Zealand, Singapore and the US at the cost of VND18.4 billion ($787,700).

With the same funding, the Health Department will  send 100 staff members to Australia, France and New Zealand to learn about digital transformation in the medical sector.

The Home Affairs Department is assigned to be the project’s standing agency that will help municipal authorities create a steering board for the implementation.

Chairpersons of People's Committees of districts in Hanoi are required to select qualified cadres, civil servants and public employees for abroad training.

Agencies are responsible for creating conditions for cadres, civil servants and public employees to be trained and re-trained successfully. The city has prioritized the selection of young cadres or female cadres who successfully performed their duties and have potential.
