Hanoi to enhance intellectual economy and apply high technologies

The Hanoi People’s Committee has recently issues Official Letter No.1851/UBND-KH&DT, requesting city’s departments, agencies, People’s Committees of districts, suburban districts and towns to realize Resolution at February session of the Government.
Under the Official Letter, the city’s departments, agencies, People’s Committees of districts, suburban districts and towns shall focus on building and completing legal institutions, and improving business enviroanment.

At the mean time proactively reviewing the policies, mechanisms and legal regulations, timely easing difficulties and solving problems which hinder the social, economic development, especially troubles with regulations on investment, trade, planning, environment and land. 
They shall take measures to enhance the development of intellectual economy and apply high technologies, and take advantage of the Fourth Industrial Revolution.
The Hanoi Authority of Plan and Investment in collaboration with other departments and agencies, People’s Committees of districts, suburban districts and towns take drastic measures to speed up progress of disbursing public investment, thus creating significant progress in the first quarter of 2018. 
Inspection and examination shall be increased, along with severe punishments for cases which slow down the implementation progress of public investment plan.
The Department of Finance is responsible for implementing the plan on launching Resolution of the 5th Central Party Congress (tenure 12) on further restructuring, reforming and improving the efficiency of state-owned enterprises, continuing effort to implement plan on re-organization and equitization of state-owned enterprises according as approved, increasing management and improving performance of the state-owned enterprises after their re-organization and equitization.
The Department of Transport is in charge of cooperating with city’s agencies, departments, People’s Committees of districts, suburban districts and towns to conduct inspection, and suggest measures to handle black spots of road and railway traffic accidents and places prone to accidents.
The Department of Transport, Department of Industry and Trade, Department of Finance in cooperate with Central agencies shall consider and suggest reduction of fees for enterprises, such astoll charge and logistic service charge.
The Department of Agriculture and Rural Development in cooperation with People’s Committees of districts, suburban districts and towns shall make plan on developing brands of Ha Noi’s flagship farm products, develop chains of product manufacturing and distribution, and boost the development of high-tech agricultural products.
