Hanoi strives to complete the inspection of old apartment buildings before the fourth quarter of 2023. Based on the inspection results, regulations on renovating and rebuilding such constructions will be issued.

This is part of the Action Plan of the Steering Committee for the renovation and reconstruction of old apartment buildings in Hanoi, which was signed by Duong Duc Tuan, Vice Chairman of the City People’s Committee and Standing Deputy Head of the Steering Committee.
According to the plan, the city will renovate two to three old apartment blocs in the 2021-2025 period. The study of the situation of the old apartment buildings will conclude in the third quarter, laying the groundwork for the issuance of regulations on renovating and rebuilding such constructions.
The competent agencies will appraise the plan of compensation, resettlement, and temporary accommodation arrangement for the dwellers of the dilapidated apartment buildings, the action plan noted.
District-level People’s Committees will assume the prime responsibility for formulating and issuing plans for inspection, supervision, management, and enforcement of construction orders in old apartment buildings in the area; relocating the dwellers of apartment buildings falling in disrepair; verifying the capacity profile of investors participating in the renovation and reconstruction of the apartment building.
The municipal Department of Natural Resources and Environment will be in charge of updating the apartment building renovation and reconstruction project into the master plan and land use plan, and submitting it to competent authorities for approval.
Currently, Hanoi has 1,579 apartment buildings that were constructed between the 1960s and 1990s. Most of them are located in the city’s inner districts, according to the municipal Department of Construction.
