The approved planning for Hanoi in 2011 covers the entire administrative area of the capital, about 3,344.6 km2. The planning sets the targets of building the capital city into the country`s special administrative – political hub.
The Hanoi government should think of developing a number of modern urban areas in peripheral districts, such as Dong Anh, Gia Lam, Yen Vien and Long Bien, Deputy Prime Minister Trinh Dinh Dung said while giving opinion on the adjustment to the city’s zoning plan, local media reported.

Accordingly, the Hanoi People's Committee is asked work with relevant agencies to develop modern urban areas with harmonious system of technical and social infrastructure, with a view to easing overpopulation in the inner city. Low rise buildings would be limited in these areas.

The deputy PM assigned the Hanoi People's Committee to work with the Ministry of Construction to partially adjust the land fund in Gia Lam district for modern urban areas, theme parks, amusement parks and green parks construction. These will help create an attractive urban area and ensure technical standards of urban planning and sustainable development requirements.

The approved planning for Hanoi in 2011 covers the entire administrative area of the capital, about 3,344.6 km2. The planning sets the targets of building the capital city into the country's administrative – political hub of special importance.

Hanoi's future city will consist of a cluster of urban areas including the metropolitan area and five satellite cities, which are Hoa Lac, Son Tay, Xuan Mai, Phu Xuyen - Phu Minh and Soc Son. The cities are connected by ring roads coupled with radial axes, and linked to regional and national transport networks.

The metropolitan area is separated from satellite districts and towns by a green corridor that would account for 70% of the city's natural land area.

The metropolitan area has been developed to expand from the inner city to the west and the south of belt road No.4 and to the north in Me Linh and Dong Anh districts, to the east in Gia Lam and Long Bien districts.

The downtown area will also be a high-quality administrative, economic, cultural, historical, service, health care, training center of Hanoi in particular and Vietnam in general.

Locating in an important position to the east of Hanoi, Gia Lam district is a gateway connecting the capital with many provinces such as Bac Ninh, Hung Yen, Hai Duong, Hai Phong, Thai Binh and Bac Giang. Over the last three years, Gia Lam is on investors' radar not only in terms of feng shui, under geomancy consideration, but also because of profitability prospect.

Gia Lam is currently attracting capital to develop transport infrastructure with many new key routes and bridges across the Red River, allowing fast access to Hanoi’s downtown.

Gia Lam becomes a new bright spot in the estate market thanks to large projects such as Vingroup's VinCity Ocean Park, covering an area of 420 hectares, equal to 80% of downtown Hoan Kiem district's area.
