Hanoi will establish 15 to 20 new industrial clusters according to the city’s industrial cluster development master plan by 2020 with a vision to 2030.

It is one of the tasks under the plan on the management, and development of industrial clusters in the city this year, issued by the Hanoi People's Committee.
The city will continue to kick start the technical infrastructure construction at 41 industrial clusters in the 2019-2020 period.
The city will focus on building, completing and upgrading the technical infrastructure system of industrial clusters in operation including the internal road system, sidewalks, tree planting, water supply, drainage, wastewater treatment, and solid waste.
To accomplish the above goals, the city’s authority requires relevant departments and agencies to give solutions to remove difficulties and obstacles, shorten administrative procedures settlement time and speed up technical infrastructure construction at industrial clusters.
The relevant units are asked to change management models to improve the management efficiency of industrial clusters invested by the district-level People's Committee.
Localities should actively call for investment in industrial clusters on the basis of approved detailed planning to ensure compliance with regulations. They are required to give priority to investors and projects in which new and high-tech technologies are applied. Developing home businesses in craft villages and minimizing environmental pollution are also the focus of the plan.
As of 2021, Hanoi has a total of 70 operational industrial clusters and parks in 17 districts and towns, covering a total area of 1,686 ha which are contributing significantly to economic development and social welfare.
