Hanoi tightens land management outside dikes

Key areas of focus include the implementation of planning and management, and investment in construction along the banks of the Red River and Duong River.

The Hanoi People's Council has recently issued a decision to set up a monitoring team under the Council's Standing Committee to oversee urban planning, land management, and construction order in the city's riverbank areas outside the Red River and Duong River.

The aim is to assess the enforcement of urban planning, land management, and construction regulations in these areas within Hanoi while clarifying the limitations, causes, and responsibilities of relevant agencies in the management process.

From the monitoring,  recommendations and solutions will be proposed to enhance the implementation of planning and management, investment in construction according to regulations, land management, and construction order in the areas outside the Red River and Duong River in Hanoi, with the goal of improving the effectiveness of government management in the monitored areas.

The Hanoi People's Council also requires that the monitoring be conducted in accordance with legal regulations on supervision, ensuring compliance with the directives of the National Assembly, the Government, and the city.

After the monitoring, feasible and effective solutions will be presented for planning, management, and investment in construction according to regulations, land management, and construction order in areas outside the Red River and Duong River within the city.

Key areas of focus include the implementation of planning and management, investment in construction along the banks of the Red River and Duong River, dike management, land management, prevention of encroachment, construction activities outside the dikes, review of areas suitable for operation, as well as the licensing of docks and management of waterways, and the inspection and handling of violations.

The reporting period is from January 1, 2021, to June 31, 2024, covering areas with riparian zones outside the dikes of the Red River and Duong River, including Hoan Kiem, Ba Dinh, Hai Ba Trung, Long Bien, Gia Lam, Bac Tu Liem, Tay Ho, Hoang Mai, Thanh Tri, Thuong Tin, Phu Xuyen, Phuc Tho, Dan Phuong, Me Linh, Dong Anh, Ba Vi, and Son Tay.
