Hanoi takes measures to fulfill finance and state budget tasks in 2017
The Hanoi People’s Committee issues Directive 10/CT-UBND dated June 26 on enhancing leadership to perform finance and state budget tasks in 2017.
Accordingly, Hanoi requested the city’s agencies and the district people’s committees, to take following actions:Proactively suggesting measures and increasing leadership; striving to outperform the target of business production revenues, increasing it by 14 to 16% against last year; the targets for export and import revenues should be outstripped with an increase by 5-7% against 2016;
Cooperating with tax and customs agencies to increase management, prevent loss of budget, fight smuggling, commercial fraud and tax evasion, and handle tax arrears; taking measures to collect all arising amounts.
Fulfilling the target of state budget collection, increasing tax inspection and examination and post-clearance check, in particular for key, high-risk enterprises and commodities, thus raising the number of businesses to be inspected or examined in 2017 according to regulations; detecting and promptly handling false tax declaration, tax fraud and evasion; making more effort to inspect operation and in compliance with the laws of the tax and customs agencies;
Handling and collecting tax arrears, handling tax liability, and urge each taxation and customs unit to perform its task; regularly announcing list of enterprises with tax liability; striving to reduce tax arrears to below 5% of state budget revenues by December 31, 2017; speeding up fee collection according to proposal of audit agencies and conclusion of investigation agencies as well as law enforcement agencies; regularly publicizing enterprises with high tax contribution.
For their part, city’s departments, agencies and district people’s committees are urged to perform following tasks:
No distributing capitals excluded of central state budget which exceeds cost estimates, if they are not licensed by competent authority; strengthening management in accordance with the law, and minimizing payment in advance from state budget for the next year;
Increasing effort to ease difficulties, speeding up progress of capital plan and disbursement of public investment in 2017; increasing management, examination and supervision of investment, raising effectiveness of investment, preventing lost, corruption, wastefulness as well as new debt of capital construction; increasing payment settlement, in particular completed projects using state budget, and handling violations in payment settlement;
Operating the state budget expenses; proactively reviewing and arranging allocation tasks; integrating policies to save expenses when allocating fund and implementing policies; saving the cost and publicizing expenses for conferences, meetings, ceremonies; reducing cost for research abroad; minimizing purchase of state-owned cards and expensive properties; purchasing state-owned properties in intensive way to save money; reducing cost for the regular tasks included in cost estimate plan of city’s departments, agencies, People’s Committees of districts and towns, which are not allocated yet or allocated but not implemented yet, expect for special cases.
Based on state budget estimates in 2017, city’s departments, agencies, People’s Committees of districts and towns review to save money for regular tasks, and encourage units to increase revenues and balance sources for wage adjustment.
