Hanoi to improve national population database app

Hanoi is the first locality in Vietnam to make use of the national population database to carry out administrative procedures.

Hanoi will promote digital platforms and specialized databases linked to the national population database in cashless payment and e-commerce, according to a recent document signed by Chairman of the Hanoi People's Committee Tran Sy Thanh.

"In particular, the move aims to complete the construction of a database on civil servants and public employees, to soon use the social security database to know idle workers looking for jobs, to use technology applications based on the national population database in all areas of social life," the document said.

The Hanoi mayor emphasized the need for effective online public services for people and businesses. Accordingly, agencies are urged to revise administrative procedures to build online public services integrated into the National Public Service Portal and Information System.

The aim is to further simplify administrative procedures and paperwork for citizens, especially to highlight 15 years of Hanoi's administrative boundary adjustment. The paperwork trimming scheme must be submitted to the relevant authorities for decision before September this year.

In the first half of 2023, the Hanoi People's Committee issued 30 decisions to streamline administrative procedures and approved 857 internal procedures for their management.

Chairman Tran Sy Thanh said that with a high level of determination, Hanoi will make a strong breakthrough in the implementation of administrative reform and digital transformation.

In addition, to facilitate data connectivity and sharing with ministries and sectors, the city will accelerate the development of a comprehensive database system. Strengthening the security of information systems, databases and personal data protection will be a priority.

By 2025, Hanoi aims to become a smart and modern city, laying the foundation for rapid, efficient, and sustainable economic growth. At the same time, the city aims to be at the forefront of administrative reform, positioning itself as one of the country's leading localities in this regard.

In the period 2023-2025, e-identification and e-authentication are expected to be applied to all people conducting administrative procedures at one-stop-shop offices at all levels.

The Mayor of Hanoi added that the city government will continue to operate and fully utilize electronic information portals.

"The city government has issued more than 12,100 digital signatures to officials and civil servants. In addition, it is connected to the National Document Interoperability Axis, which allows sending and receiving electronic documents between municipal and ministerial-level agencies. So far, about 10,000 digital signatures have been issued free of charge to Hanoi citizens for online public services," Thanh said.
