Hanoi prepares conditions for deploying smart traffic
Hanoi People’s Committee has recently issued Announcement 484/TB-UBND, stating instruction of Chairman Hanoi People’s Committee and Head of Steering Committee for Applying Information Technology at the meeting on smart traffic.
According to the Chairman of Hanoi People’s Committee and Head of Steering Committee for Applying Information Technology, in order to guarantee operation of the system in conformity with schedule and regulations, relevant units shall take following actions: generally assess infrastructure of Hanoi’s traffic operation system; specify four contents, including hardware solution, software solution, security and information safety solution, and transfer training. Hanoi requests FPT company to research software solution and security, information safety solution.
The city requires integration of current cameras and relevant equipments for traffic operation of Ha Noi, details as follows: integrate with result of phase 1 (setting up 400 supervision cameras at 200 intersections) and phase 2 which will be implemented soon; integrate all supervision cameras of state agencies and people in Ha Noi (cameras in airport, stations, headquarters and buildings) to support general operation of the city.
Major functions of smart traffic: operating and supervising the transport; handling cases of traffic accidents; recording traffic violations for punishment; recording street crimes, criminals in public places, activities related to mass demonstrations and gatherings; managing public transport vehicles such as metro and bus, tourists transport vehicles and vehicles from other provinces to Hanoi; issue license for travel vehicles to urban area, and manage private vehicles; providing guidance on transport (relating to building digital traffic map of Hanoi); integrating with smart parking services (Iparking); operating fight fighting and prevention, search and rescue; managing e-ticket and card; limiting the number of vehicles entering several urban areas.
The Department of Information and Communications in coordination with Department of Finance, Authority of Plan and Investment, Department of Transport, and Police Department of Hanoi act as advisor, suggest investment form, and submit it to Hanoi People’s Committee by June 20.
For the period of 2017 to 2020, the Department of Information and Communications is responsible for cooperating with relevant units to act as advisor to Hanoi People’s Committee, suggest investment of equipments for the Traffic Operation and Supervision Center, and report to Hanoi People’s Committee by June 20.
The Department of Transport is in charge of further building traffic light system, in particular review all streets where traffic lights should be installed; complete the camera system; purchase equipments for the supervision system, and limit the number of vehicles entering several urban areas; build project on managing all parking lots in Hanoi, update database of Iparking according to instruction of the People’s Committee at Announcement 445/TB-UBND dated May 22, 2017; report to Hanoi People’s Committee by June 15.
Based on functions of the Center, the Department of Information and Communications coordinates with Department of Finance and relevant units to purchase terminal equipment (like computer and printer), office supplies according to regulations, and report to the Vice Chairman of Hanoi People’s Committee Ngo Van Quy for further instruction. The Department also acts as advisor in building General Operation Center on Vo Chi Cong Street, and cooperates with Department of Transport and Department of Home Affairs to carry out the recruitment and human resource training.
