Hanoi People’s Council approved Resolution on reducing congestion and pollution

On July 4, 2017, the Hanoi People’s Council passed the resolution to to reduce congestion and pollution in Hanoi from 2017 to 2030 by increasing vehicle control.
According to the report of the Hanoi People’s Committee,  approximately 5.2 million motorcycles and nearly 486 thousand cars are on the city’s road, exluding  1.2 million means of transport from other provinces and cities in circulation in  Hanoi.  From 2011 to 2016, the number of motorbikes rose  6.7% per year and that of cars increased by 10.2% per year.

If all those vehicles are in circulation at the same time at the speed of 20 km/h, they will ocuppy an area which are  1.34 larger than  the total acreage  of the city’s roads and 3.72 times the total road acreage in downtown area.  Congestion have become more and more severe, particularly during peak hour and on holidays.

The Hanoi People’s Committee suggested solutions to tighten quality and quantity management of vehicle. Especially, the Hanoi People’s Committee will work out incentive policies  to  attract investment for urban railways, bus of rapid transport, monorails andbus. Through the form of public private partnership  (PPP), public transportation is expected to develop in a rapid and stable manner.

Besides the issuance of different policies and constant support for public transportation, the Hanoi government  will  encourage city dwellers  of all occupations to   use public  transportation and  avoid having their private vehicles. Furthermore, the Hanoi administration  will inspect carefully the qualities of transport services . Transportation companies that fail to comply with the standards and policies will receive severe penalties.

The program implementation roadmap will include  three phases:

In the first phasefrom 2017 to 2018, the city  will focus on enhancing the state management on vehicles and the transportation system.

In the phase from 2017 to -2020, Hanoi will  focus on the control of quality and quantity of vehicles and  improve public transport. Restricting individual vehicles circulation on odd and even days in  congested area is also considered to by applied in this phase.

In the phase between  2017 and 2030, Hanoi will gradually ban the motorbike circulation in certain areas and at certain times, preparing ground for the complete ban of two-wheelers in all  districts by 2030.

Representative Nguyen Thanh Binh from Soc Son district said  the draft  resolution  will affect   all citizens and businesses in Hanoi. It is therefore necessary to study the impact and influence on citizen’s life and the urban master plan in the new context.

Besides, Binh also proposed to include in  the resolution the encouragement for using bicycle in the city, especially when going short distance, or in the residential areas.

Representative Pham Dinh Doan (Hoang Mai) proposed free bus for citizens: “Compare to the cost of congestion and pollution of approx. 500 million USD per year, it is necessary to invest in public transport service and change the citizens habit to use public transport services. Besides, in short term, it is considerable to adjust working and study hours to reduce congestion and pollution.”

Representative Nguyen Minh Duc (Thanh Xuan District) saw the resolution as an overall project and meet the expectation from voters and international friends on one of the most pressing matter in Hanoi.

Representative Duc  also suggested various solutions such as: prioritizing in building smart city and smart transportation; developing inland waterway transport network; finalizing road transport system; relocating polluting production facilities to the suburbs; etc.

In conclusion, Director of Hanoi Transport Department Vu Van Vien clarified   some confusing issues. Meanwhile, Hanoi People’s Committee will review all suggestions to study in the implementation process of the Resolution.
