The city’s top party leader highlighted command on-site, manpower on-site, materials and equipment on-site, and logistics on-site to ensure inner strengths for local issues.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai has instructed local authorities to strictly implement the "four-on-the-spot" principle: command on-site, manpower on-site, materials and equipment on-site, and logistics on-site after typhoon Yagi or Storm No. 3 swept away.

Speaking at a meeting co-chaired by Hanoi Party Committee’s Deputy Secretary Nguyen Thi Tuyen, Mayor Tran Sy Thanh, and Chairman of the city Peoples Council Nguyen Ngoc Tuan, Hoai emphasized the need for local authorities to mobilize all resources to promptly address issues such as ensuring public safety, clearing fallen trees, and cleaning the environment. The Hanoi Fatherland Front has engaged social organizations and citizens to assist in these efforts.

Heads from various districts reported on the damage caused by the typhoon and the measures taken to protect residents and property. At the meeting, they said thanks to the early, proactive response from the city’s Party Committee and People's Committee, the impact on people and property was minimized, earning positive feedback from the public.

The Fatherland Front and local authorities have provided timely support to struggling households. Residents in high-risk areas, such as the Red River banks and boat dwellers, have been relocated to safer locations.

Across the city, 2,698 schools have resumed normal operations, while 114 schools remain closed due to safety concerns. The Department of Education is coordinating efforts to reopen these schools within the next few days.

The Department of Transport has reviewed the city’s bridges, identifying weak structures for reinforcement to ensure safe traffic flow.

Water levels in Hanoi's rivers and lakes remain high, particularly the Tich and Bui Rivers, which have surpassed alarm level II. Given the unpredictable weather forecast, the risk of flooding and landslides remains significant.
