Hanoi green market management needs to be improved

Despite the boom of shopping malls and department stores, green markets or traditional markets are reminiscent of the past and currently serving the needs of Hanoians for their convenience. More than half of Hanoi people buy at green markets. The Hanoi authority has plans to build more and better control the green markets.
Statistics from  the Hanoi Department of Industry and Commerce show that  the city has 454 green markets. So far, the Department has approved the commodity  arrangement of 310 green markets. The rest are makeshift markets and flea markets.

Under the proposals from the district level, Hanoi will invest 2490 billion dong to upgrade 320 green markets for the period 2017-2020. The city has issued regulations on green market investment, construction,  fire prevention and renting fee.
At the recent session of the Hanoi People’s Council, questions were raised as to  food safety in  green markets, funding for upgrading and how to involve social resources on building green markets.
 
According to the Director of the Department of Industry and Trade Le Hong Thang, Hanoi has upgraded and reordered green markets since 2011 but the results have not met the expectations. At present, 20 downtown and rural districts have submitted plans to reorder green markets for the year 2020 and applied for the city’s funding. However, there are still 128 makeshift markets  which are making the reordering process slow.
 
Solving pending issues
 
Facing issues of traditional markets, Hanoi is planning to build new markets from social investment. Based on the instruction from the Prime Minister, the City also continues to work with related agencies and gather opinions from locals to devise measures to attract  investment in upgrading and rehabilitating severe downgraded markets.
 
At the same time, Hanoi gives priority  to build  new markets under the traditional architecture. The Department of Planning and Architecture is assigned to design some of the market models as guidance for new market construction. The City also reviews and withdraws delayed projects coming from the project owner’s limited capabilities and regulation infringement during the procurement process. Vendors at green markets are urged to uphold the Safe, Friendly and Efficient Market campaign  to improve the  services and carry out friendly commercial practice at traditional markets . To achieve these objectives, it is required to analyze and adjust the city’s master plan of wholesale and retail network, in order for green markets to  meet the socio-economic development objectives. In addition, Hanoi requests all wards and districts to have a comprehensive control of every market activity.
 
Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan said that  green market control  is considered an important task in  job creations and ensuring  vital goods provision for the city. Green  markets are serving 50-60% demands of the people.
 
Green market planning is part of  the already approved wholesale and retail master plan of the Hanoi. In 5 year time, the master plan would be reformulated if it fails to  meet the demands. Hanoi has assigned the Department of Industry and Trade to  review the market planning – Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan.
 
The Hanoi People’s Committee has instructed districts and wards to finalize plan for market model upgrading  in August 2017; the plan will be submitted to competent agencies in September for review and to the City in October for approval. – Director of Hanoi Department of Industry and Trade Le Hong Thang.
