Hanoi committed to establishing administration system for people: Mayor

The city believes that administrative simplification would save time and boost sentiment among businesses and residents.

Hanoi will make every effort to promote administrative reform to build an administrative system that truly serves the people and businesses, Chairman of the Hanoi People's Committee Tran Sy Thanh said at a meeting with a Government delegation on June 5 to discuss the efficiency of the capital's administrative work.

At the meeting, Head of the Office of the Hanoi People's Committee Truong Viet Dung said that between 2021 and the first quarter of 2023, the authorities have trimmed off 1,584 administrative procedures.

As of May 24, 2023, Hanoi has received more than eight million applications and successfully processed more than 7.9 million within the prescribed time frame, achieving a timely processing rate of 99.8%.

Regarding the application of information technology in administrative procedures, Dung said the city has completed integrating 25 essential public services into the national public service portal as scheduled.

Dung informed that the city has also issued decisions to delegate the handling of administrative procedures based on sectors and fields. This includes promoting the delegation of administrative procedures to the level closest to the grassroots, facilitating a quick solution, and minimizing unnecessary delays and complications.

He added that the city had delegated the handling of 531 out of 617 administrative procedures, accounting for a rate of 86.06%. In addition, internal processes have been established for 485 out of 617 administrative procedures, reaching a rate of 78.6%.

Minister and Chairman of the Government Office Tran Van Son stressed the importance of simplifying administrative procedures for a more transparent and effective business and investment environment.

"Such a move would help strengthen discipline and administrative order. At the same time, it would improve the overall efficiency of the local apparatus," Son said.

To build on these achievements, Son expressed his desire for Hanoi to continue to promote administrative reform and innovation in the reception and processing of administrative procedures.

In particular, he emphasized the importance of digitizing records and results of administrative procedures to provide maximum convenience for citizens and businesses.

He expected the city to strengthen decentralization, delegation, and optimal resource allocation in implementing administrative procedures while emphasizing the provision of user-centered online public services.

"As one of the selected localities in the Government's pilot program on digitalization, Hanoi must persistently focus on removing bottlenecks related to institutions, information technology infrastructure, public services, data, and resources to serve the public," Son stressed.

He also urged the city to continue assessing the quality of services provided to individuals and businesses in dealing with administrative procedures and delivering public services.

"This assessment should be based on real-time data to improve the overall quality of services and increase the satisfaction of individuals and businesses," he added.

In addition, it is essential to strengthen discipline and administrative order to ensure that the process of dealing with administrative procedures does not cause inconvenience or difficulties for citizens and businesses, Son stressed.
