Hanoi Chairman Nguyen Duc Chung: Phasing out motorbikes alongside improving public transport
Only when public transport meets 50 to 70% of people’s circulation demand that Hanoi wil work out a roadmap to phase out motorbikes. Such is the opinion of Hanoi chairman Nguyen Duc Chung at the meeting with voters in Hoan Kiem district to report the results of the 4th session of the XV Hanoi People’s Council on July 24th.
Voter Tran Ngoc Toan from Trang Tien ward questioned about the roadmap to curb private vehicles in Hanoi. “Hanoi is falling short of public transport means. At the same time, the population is growing. What will the poor people do if the motorbikes are restricted?” asked Tran Ngoc Toan.
Chairman Nguyen Duc Chung said that Hanoi attempts to restrict private vehicles in the city’s core. The Chairman of the People’s Committee also emphasized that restriction does not mean completely forbidding the usage of vehicles. The plan will be carried out logically.
According to the Chairman of the People’s Committee, from now until 2020, Hanoi will have from 1,000 to 1,500 buses. Until 2030, the public transportation system will have to meet from 50 to 70% demand of commuters. Only at that time will restriction of motorbikes be applied.
Besides, the city is planning to build 6 urban railways. So far, three foreign investors and six domestic investors have registered to bid for building those railways under the form of PPP (Private Public Partnership) which is faster in implementation and more efficient than ODA (Official Development Assistance) funding. Hanoi will facilitate the rapid execution of those projects, he said.
Concerning the walking areas around Hoan Kiem Lake, the Chairman said after 43 weeks of piloting, there were 3 weekends of scorching hot and 3 weekends with heavy rain that few people came to the pedestrian streets. Generally speakingthe walking area has been a good initiative and has received positive feedback and recomendations from the people. So the walking areas initiative will go on.
“The objective of the walking areas around Hoan Kiem Lake is not only to provide a week-end cultural space but also a tour product, ” said the Hanoi chairman who emphasized that the feedbacks, either from the ordinary people or from renown scientists will be considered to make the walking areas a success.
On the process of lake environment treatment, the Hanoi chairman said that Hanoi lakes, especially Hoan Kiem lake will continue to receive treatment. In the time to come, Hanoi will pump 1000 m3 of water each day into the lake to raise the water level 50 cm higher than the current level. At the same time, lighting system and the pavement around the lake will be upgraded to make it worthy of a cultural site.
“The city considers to implement the model of public bycicle service for tourism and to meet the transport demand of citizens” – the Hanoi chairman said. This is seen as part of the plan to make tourism as a spearhead industry in Hanoi. Besides Hoan Kiem Lake, Hanoi will also carry out the water treatment in West Lake and Thien Quang Lake.
On tourism, the Hanoi chairman said that for the first time in 15 years, all major hotels in Hanoi are fully booked until Quarter I of 2018. In the coming time, Hanoi will continue to encourage investment in theme parks, hi-tech tourism products and build another 4.000 hotels to meet the demands of local and foreign tourists.
At the same time, Hanoi will continue the effort of training human resources for tourism toward professionalism and high quality. A code of conducts has also been issued to encourage friendliness and manner in public areas. It also worths noting that public staffs are required to improve their responsibilities and work ethics to better serve citizens. The leader of Hanoi also informed measures to be implemented in the future to ensure pubic order as the basis for socio-economic development:”There will be around 4,000 cameras setting up in Hanoi. These will serve the purpose of timely identifying criminal activities to ensure the safety and order in Hanoi. The system is being developed and will be implemented in this year”.
The Hanoi chairman acknowledged recommendations on increasing wage for staff at ward level, moving polluting factories out of the citydowntown and allocating lands for school building projects.
