Hanoi aims to take the lead in building service administration

On the frame work of the "Hanoi 2017 – Investment and Development Cooperation", Chairman of the Hanoi People’s Committee Nguyen Duc Chung informed delegates about the socio-economic development of Hanoi in the first half of 2017 and the results after one year of executing commitments of investors in last year’s event.
City Chairman said that the year 2016 marked an important milestone for the capital city. Hanoi has seen positive changes in all fields. The capital city has maintained rapid economic growth of 8.2 percent in 2016; State budget revenue exceeded 10.5 percent than estimates; international tourists increased by 19.9 percent over the same period last year. Special, the development of enterprises increased rapidly in number with 22,666 enterprises, the investors, successful business enterprises and investment with a Capital city impressive (VND 439.2 trillion).


In the first six months of this year, the Hanoi's gross regional domestic product (GRDP) expands 7.37 percent. State budget revenue increased by 18 percent, social investment increased by 9.9 percent; international tourists increased by 14 percent, total flow of goods increased by 7.2 percent; the number of newly-established enterprises was 13,355, up 16 percent.

Additionally, Hanoi also creates a favorable investment and business environment for enterprises and investors to carry out successful business operations in the spirit of the guidance of the Prime Minister in Resolution No. 19 / NQ-CP and Resolution No. 35 / NQ-CP.

The Capital City ranked second in IT application in administrative reforms, ranked third in Public Administration Reform (PAR) INDEX 2016 and climbed to the 14th place in terms of the provincial competitiveness index among 63 provinces and cities nationwide; while its index of public administrative reform also climbed 6 spots. The index ranks ICT 2 country.

Hanoi also focuses on removing difficulties and obstacles for production and business promotion of enterprises in the area; organizing many events connecting the supply and demand, linking regions; supporting enterprises in investment promotion programs to introduce products at domestic and international fair; assisting enterprises to directly participate in foreign distribution networks.

Hanoi is currently the country's leading province to implement e-government and the fastest to achieve results with establishing a network for the whole city. All public services directly related to enterprises can be implemented online, such as business registration, declaration and payment, customs, social insurance, registration of the right to use land, etc.

Additionally, the city also beefs up administrative order and strengthens the role of public servants in office, residency and public areas and spread the spirit to citizens to tighten social discipline, issues Code of Conduct for cadres, civil servants and employees in state agencies of Hanoi, Code of Conduct in public places.

City Chairman said that Hanoi is looking forward to providing the services meet international standards: putting into use a High Tech and Digestive Center that specializes in endoscopic surgery and digestive treatment at Saint Paul General Hospital, stating the construction of Vietnam - Japan International Oncology Hospital, improving the quality of labor training to meet international standards such as Germany, Japan, Republic of Korea, Australia, etc. The Hanoi walking street area around Hoan Kiem Lake has created a new space for cultural activities and entertainment for both locals and international visitors to the capital city. The first book street in Hanoi was opened in the city's downtown area to promote a reading culture among citizens. CNN's videos to promote the image of Hanoi have received a positive response from the audiences worldwide. The iParking technology to manage car parking has been piloted from May.

City Chairman affirmed that Hanoi is a safe investment location and a stable political environment which is a priority for domestic and international investors when deciding on investment.

In 2017-2020 period, Hanoi will comprehensively implement solutions to improve the people's quality of life towards regional and international standards, focusing on five areas, including: environment, clean water, health-education, transport, park - amusement area. Hanoi strives to become the pioneer city of the country to improve the business investment environment, support business development; fast, sustainable economic growth; international integration and application of advanced scientific and technical achievements in the world.

Hanoi always welcomes and wants to cooperate with all investors, businesses, associations, and localities inside and outside Vietnam to boost sustainable development. Hanoi prioritises attracting investment projects using high and new technologies and clean energies, with a focus on such fields as satellite urban areas, urban railways, belt roads, and car parks, he added.

On behalf of the city leaders, Chairman Chung affirmed and committed that: Hanoi will take the lead in implementing the Government's instructions and in building a service administration.
