Govt. resolution urged to continue improving business environment
The Government has issued the resolution no.61/NQ-CP at the regular governmental meeting, stating major tasks for the socio-economic development in the last months of the year.
More active and flexible management
In the Resolution no. 61/NQ-CP, the government pointed out difficulties and challenges in production and business which need to be addressed. The government also warned that bureaucratic redtape and corruption will be severely handled and administrative and budget disciplines will be enhanced. The Resolution mentioned some existing shortcomings that need to be tackled in order to fulfill all the tasks put forth for 2017. Those shortcomings include the slow disbursement and allocation of public investment, the sluggish industrial production, the selling of state owned enterprises failing to meet the proposed targets, environmental pollution, deforestation, illegal mining, growing traffic accidents, serious fire incidents, etc.
In the resolution, the Government requested ministries, agencies and local governments to make efforts to achieve the targets planned for the year 2017, especially the GDP growth target. It is necessary to clear obstacles for production and business operation, facilitating procedures for enterprises, the resolution read. Public servants from the central to local level are requested to be friendly, better listening to citizens and businesses. The government urged to further decentralize and delegate more power to the local level to promote creativity and initiatives.
The resolution also asked for better law-making capacity. The governmental agencies and ministries are requested to work out guiding documents to ensure progress and create maximum convenience for people and enterprises. The Ministry of Justice shall coordinate with the Governmental Officeto supervise the implementation of law making program.
Strengthen financial regulation and stimulate domestic demand
In the resolution, the government requested State Bank of Vietnam (SBV) to strengthen its control and prevent cross ownership and manipulation in the banking system. SBV should also put up effort in tackling financial regulations infractions in a timely manner, as well find measures to reduce interest rates for production and business investment, especially in prioritized fields.
Under the resolution, the Ministry of Finance is requested to tighten financial discipline to cut unnecessary spendings. At the same time, the Ministry should continue conducting budget restructuring and dealing with public debt and prevent loss of tax revenue. In the coming time, the Ministry will review and amend the regulations on tax and customs management in the direction of inter-connection to reduce the time and expenses for enterprises. The Ministry is requested to work out measures to boost the stock market and launch the derivative market soon.
The Government requested the Ministry of Industry and Trade to develop the domestic market, speed up domestic consumption and devise technical barriers in line with international commitments to control imports and protect domestic production. The Ministry of Agriculture and Rural Development is asked to promote agricultural restructuring, boost the development of high-tech agriculture together with the consumption market and solve any difficulties for the livestock sector. Furthermore, the Ministry is requested to closely monitor weather forecast and actively plan prevention strategies for natural disasters.
In the Resolution, the Government requested the Ministry of Culture, Sports and Tourism to promote promotional activities on regional tourism links, improve the quality of tourism services and strive to attract from 13 to 15 million international tourists in 2017.
