E-government frameworks to gain final shape this year

Ministries and cities/provinces are requested to release the ministerial and provincial level e-government framework before September 2018, according to Deputy Prime Minister Truong Hoa Binh.
From 2018 onwards, for information and technology (IT) projects or plans to hire IT services, the e-government framework should include requirements on providing mechanisms of inter-level connectivity and a system to share information.

Investing in or hiring services related to administration procedures for the purpose of developing e-government must comply with the approved ministerial or provincial level e-government framework (respectively for ministries and provinces).

After being developed and put into use by ministries and government agencies, the national database must be shared with other agencies if needed. On the other hand, it is important to have efficient co-operation between agencies to utilize data during the use of databases set up by provinces or government agencies.

The Deputy Prime Minister requested related ministries and provinces/cities to review and simplify administrative procedures, issuing a single process to apply public online services at levels 3 and 4.

That said, related ministries and provinces/cities should develop public online services and a single-window software based on the restructuring of existing resources. The process should be carried out by a single agency at each ministry and province. 

Meanwhile, each ministry and province must use a single software. The development of this software must be compliant with instructions and technical specifications provided by the Ministry of Information and Communications (MIC), as well as other ministries. 

MIC, accordingly, was requested to finalize the national government service platform (NGSP) by the Deputy Prime Minister, who instructed other ministries and provinces/cities to connect and integrate data through this platform and publicly disclose the plan to develop the NGSP, so that related ministries and provinces/cities can co-ordinate and provide technical specifications for connection and data sharing. 

At the same time, MIC will co-operate with the Government Office and other ministries and provinces/cities to propose a synchronized single window software. As a result, MIC will select the appropriate proposal for pilot implementation, recommending it to the Prime Minister for wide use in the future.
