The city will continue to be one of two leading localities in breeding and cross breeding; by 2025, the city should have at least 200 enterprises working in the field of science and technology. Besides, by 2025 at least 30 per cent of enterprises in the city should use intellectual properties as tools in their production and trade strategy. By 2030, the percentage should be 50 per cent.
The Party unit will guide the department to exploit all potentials to make Hanoi a centre of innovation, creation and technology application and exchange of the nation and a centre of the Southeast Asia region in some fields, he said.
The department will continue to perfect the city’s legal foundation to offer a favourable and transparent environment for science and technology activities.
The unit will order more research projects from departments and enterprises. It will also propose the State authorities allow the city to implement policies on a trial basis, promote new technology and new economic models.
The sector will issue proper policies to draw talents in and outside the country to contribute to the development of domestic science and technology.
The department will also enhance international co-operations in the field; choose partners from countries with well-developed science and technology; approach and apply international standards to Hanoi and Viet Nam.
