Creating momentum for IT development in Vietnam

The Ministry of Information & Communications is considering to revise the law on information technology in new context, especially articles related to internet.
The Law on Information technology approved by the National Assembly in 2006 is the first legal framework in Information & Technology (IT) of Vietnam. For 10 years, the law has created important framework for development and application of IT and brought breakthroughs in socio-economic development in Vietnam. However, after a period of application, this Law on information technology has to be revised to address new challenges, which will be the foundation for IT to be developed. As such, the Ministry of Information & Communications is considering to revise the law on information technology in new context, especially articles related to internet.

Internet has been in Vietnam since 1997 with limited connection speed, however, in 2003, with the introduction of ADSL, users can now connect to internet with high speed, as well as to be able to use other services such as telephone or fax. At this period, the open of internet shops also helped users to access with internet. 

At present, IT application through the internet platform has infiltrate every aspects of people’s life, bringing significant impact to the social and economic life. As of November 2017, the rate of using internet in Vietnam has reached 52%, exceeding the average number of the world. The rate of households having computers is 34% (while this number in 2008 is 20%). The rate of households with broad brand internet connection is 30%, and the reate of enterprises with internet connection is 91% (this rate in 2008 was 60%). The rate of smartphone users is 113 subscribers per 100 people. IT infrastructure has been invested to lay foundation for digital society, digital citizens and e-government. 

In 2009, Vietnam has first introduced the 3G network, thus opened a new era of mobile internet. With smartphones, tablets, laptop, users can now access internet from anywhere with 3G coverage. The convenience of mobile internet has transformed the way people live. The Image of people using smart phones everywhere has been more common in major cities in Vietnam. In 2016, 4G network has officially been introduced in Vietnam. 

Comparing to 31 million users in 2012, 17 million users of 10 years ago and 205,000 users in the first period of dial internet, IT in Vietnam as had impressive breakthroughs. The Prime Minister of Vietnam Nguyen Xuan Phuc forecasted, by 2020, Vietnam will be one of the countries with highest smartphone users. This will be the foundation to develop an internet ecosystem in Vietnam. 

With this being said, the law on information technology will be updated and removing impractical contents, in turn create conditions for IT to become spearhead industry of Vietnam, facilitating IT application in every aspects of socio-economic development. On the other hand, the revision of the law on information technology will be based on the direction and strategy to develop IT of the government in the coming time.
