Construction industry needs to be reformed

Prime Minister Nguyen Tan Dung has asked the Construction Ministry to cut the time for administrative procedures by one third, making it easier for businesses and residents to carry out construction projects.

Administrative reform is one of the key tasks for the construction sector in 2015, helping to prevent waste, improve project quality and increase the efficiency of capital use, Dung told Construction Ministry leaders in Hanoi on August 14.

The PM quoted a 2013 World Bank report as saying Vietnam ranked 28th out of 185 countries in the world in dealing with construction procedures, up 39 notches from the 2012 report.

This is marked progress, but licensing construction projects in Vietnam remains slow going and cumbersome that eventually fuels overall costs and affects the efficiency of projects, as well as the national business environment and competitive capacity, he said.

He requested the Construction Ministry coordinate with other agencies, including the General Department of Taxation and the General Department of Vietnam Customs, to simplify paperwork on investment and construction so as to create a climate more conducive to businesses,

The Government leader emphasized the need to complete the reforms with a view to mobilizing more resources and better defining the role and responsibility of State management agencies, while intensifying inspection on law enforcement in this field.
