Breakthroughs in Hanoi administrative reform
The Hanoi People’s Committee has identified administrative reform as the focal task in 2017, as demonstrated in the first half of the year.
In particular, the Hanoi People’s Committee aims to improve the enterprises and citizen’s satisfaction in public administrative transactions.
New practical models for citizens
The Vice Chairman of the Hanoi People’s Committee Le Hong Son said that right from the beginning of the year, the City has drastically implemented solutions to remove any difficulties and create maximum convenience for businesses, improving the business environment and conditions for start-ups.
Especially, the City focuses on improving the level of satisfaction of people and enterprises in administration transactions and public administrative services. Hanoi has launched the “Inter-connectivity in issuance of Investment certificate and foreign investment certificate” program, helping businesses reduce 50% of their travel time and 30 to 60% of processing time.
So far, 100% of Hanoi agencies are handling procedures through one-stop-shop. Particularly, the Hanoi Funeral Service collaborated with the Department of Justice to list 17 one-stop-shop public services for the City’s approval. “With hundreds of products and services provided each day, the biggest benefit of one-stop-shop for citizens is the transparent information, helping customers to avoid being charged 3 to 4 times more expensive ” the Deputy Director Le Hong Lan said.
Recently, to put the prime-ministerial decision in practice, the city has issued a plan to receive the application documents and return the results through postal services. Especially, in the Long Bien area, two online public services at stage 4 are being piloted.
Promote online transactions
In order to reduce the maximum time spent and cost for citizens, the city also focuses on promoting the application of information technology to administrative procedures. Hanoi set the target for this ongoing year that 94 administrative procedures at stage 3 and the other two at stage 4 will be implemented on the shared system. Up until now, the City has operated 53 at stage 3 online public services with 90.54% of online submissions.
This policy of the city has been disseminated in most of the districts and wards of Hanoi to support the use of online of public services in residential areas. So far in Ha Dong district, every ward has two to three internet access points supporting online public services. Thanks to the guidance of on-site staff, many wards have achieved a high rate of online submissions, in particular the rate of Van Phuc is equivalent to 25%, Phuc La 80%. In Thanh Xuan district, the Chairman of People’s Committee of Hoang Xuan Luu said that the district currently has 69 administrative procedures at the district level and 6 administrative procedures at ward level reaching stage 3. In 2017, 117 administrative procedures at district level and 76 at ward level, and 23 others at level 4 will be launched.
This model is an effective way for the government to disseminate online public services to all citizens. Bui Hoa Dat from Hapulico residential area ofThanh Xuan Trung ward said: “Citizens have many administrative applications at the ward and district level. Now, they can easily understand the online process and can even use the services at home.” According to the Head of the Administrative Procedures Reform under the Department of Home Affairs Pham Tuan Anh, the remarkable advantages of this model is that it does not inflate staffing or budget, granting maximum convenience for citizens and it’s easy for the locals to apply.
To help online public services reach better results in the whole city, ministries and agencies need to develop a specific roadmap for stages 3 and 4 services to be implemented at all levels – The Vice Chairman of Hanoi People’s Committee Le Hong Son.
