80% of online public services in Hanoi available at advanced stages

Administrative reform has been a breakthrough for Hanoi in fulfilling socio-economic development targets.

Thanks to broad application of IT in processing administrative procedures, over 1,448 online public services in Hanoi, or 80% of the total, are available at advanced stages of 3 and 4 so far, according to Pham Tuan Anh, head of the Administrative Reform Unit under the municipal Department of Internal Affairs.

These include 1,209 online public services at stage 3 and 239 at stage 4, while the number of documents processed through the online public services portal reached over 2.2 million

Administrative reform has been a breakthrough for Hanoi in fulfilling socio-economic development targets, said Anh in a report.

Additionally, the rate of processing administrative procedures on time increased from 98.81% of total documents in 2016 to 99.86% in the third quarter of 2019, leading to a higher satisfaction rate of the people and organizations for public services.

The Satisfaction Index of Public Administration Services (SIPAS) in 2018 was 83%, resulting in an increase of 16 ranks against 2017 and completing the targets set in Program No.08 of the municipal Party Committee on administrative reform in 2016 – 2020

two years in advance.

Along with administrative reform, Hanoi also focuses on streamlining the management structure, in turn saving costs and enhancing efficiency in operation, at the same time giving priority to improving the qualifications of public servants, particularly the work ethics and the service quality.

Hanoi remains the second of 63 provinces/cities in the public administration index (PAR) for two consecutive years 2018 – 2019;  9th nationwide in the provincial competitiveness index (CPI) in 2018, rising 15 positions  against 2015; and ranked second nationally in index of IT application readiness, among others.

Under the government’s Decree No.43 on provision of online information and public services on websites or web portals of state agencies, Vietnam currently has four stages of online public services. 

Stage-1 online public service means a service which provides full information on an administrative procedure and documents related to that procedure.

Stage-2 online public service means a stage-1 online public service which allows users to

download forms of documents and make declarations on those forms to complete dossiers as required. Completed dossiers may be submitted directly or by post to the service provider;

Stage-3 online public service means a stage-2 online public service which allows users to make online declarations on forms of documents and send these forms online to the service provider. Transactions in the processing of dossiers and provision of the service are made in the network environment. Payment of fees (if any) and notification of results shall be made directly at the service provider;

Stage-4 online public service means a stage-3 online public service which allows users to make online payment of fees (if any). Results may be notified to users online, directly or by post.
