The Ministry of Transport (MoT), authorities of the Ha Nam Province, and contractors on February 7 launched the second phase of a road-building project connecting the Hanoi-Haiphong and Cau Gie-Ninh Binh expressways.

The 16.3km road, with an estimated investment capital of VND702.82 billion (US$31 million), is slated for completion by 2023. The starting point of the project is located at Ly Nhan District and the end at Phu Ly City, Ha Nam Province.
“The project once completed would help relieve pressure for Hanoi’s downtown areas and bolster connectivity between provinces/cities, eventually attracting investment and realizing the potential for trade, tourism and urban development of the Northern Delta region,” State President Nguyen Xuan Phuc gave the remarks at the groundbreaking ceremony held on the same day.
According to Phuc, the provinces and cities that would directly benefit from the projects are Ha Nam, Hanoi, Haiphong, Hai Duong, Hung Yen, Thai Binh, Nam Dinh, and Ninh Binh.
Phuc urged the MoT and Ha Nam Province as the project owners to be fully aware of the significance of the project and strive to finish the works on time, ensuring high quality, and avoiding possible corruption and wrongdoings during the process.
The MoT is responsible for running the project in cooperation with Ha Nam and Hung Yen provinces with maximum efficiency.
In January 2019, the MoT completed the first phase of a road linking Hanoi-Haiphong and Cau Gie-Ninh Binh expressways, including the section from Hanoi-Haiphong expressway to Hung Ha bridge with the length of 24 kilometers for VND1.07 trillion ($47.2 million); and section from Cau Gie-Ninh Binh expressway to Hung Ha bridge (15 kilometers) for VND923 billion ($40.7 million).
