This is part of the economic partnership agreement (EPA) Japan signed with Indonesia, the Philippines and Vietnam. As of 2015, about 2,100 labourers were sent to Japan to work as caregivers under the EPA programme.

Under the agreement, caregivers from the three ASEAN nations will be trained and work in Japan for four years. Once they have passed the national examination, they will be allowed to work permanently in Japan. However, only 250 people were able to get national professional certificates and continue working in Japan.
