Vietnam top diplomat meets US secretaries for multifaceted ties, defense highlighted

Vietnamese Foreign Minister Pham Binh Minh worked with US Secretaries of Defense, Commerce, the Treasury, and Chairman of the House Foreign Affairs Committee.
Vietnamese Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh spent the remainder of his two-day visit in Washington to meet some US secretaries in an effort to boost the multifaceted relations with a focus on defense.

The Vietnamese top diplomat talked about measures to build up the Comprehensive Partnership on different fields at the meetings with Secretary of Commerce Wilbur Ross, Secretary of the Treasury Steven Mnuchin, Acting Secretary of Defense Patrick Shanahan, and Chairman of the House Foreign Affairs Committee Eliot Engel during his visit on May 22-23.

Of the sectors, Minh and Patrick Shanahan said that the two countries would promote the cooperation in defense basing on the US-Vietnam Memorandum of Understanding for Advancing Bilateral Defense Cooperation signed in 2011, the US-Vietnam Joint Vision Statement on Defense Relations signed in 2015. 

Over the last years, both Hanoi and Washington have specified cooperation in marine security, settlement of post-war legacy (unexploded ordnance), cleanup of dioxin at Bien Hoa airport, continuous support to victims of Agent Orange/dioxin, and searching of American soldiers missing in the Vietnam War, the two ministers said at the meeting. 

Minh highly appreciated the US Department of Defense for spending budget on the remediation of dioxin in Bien Hoa airport which was kicked off in April 2019. 

In talks with Minh, Eliot Engel highlighted the support to the US-Vietnam Comprehensive Partnership, affirming that the US parliament would progress the budget spending on settling post-war legacy, especially to the disabled people. 

Eliot Engel said the US Parliament keeps an eye on the situation in the South China Sea, advocating the freedom of navigation operation (FONOP) and the peaceful settlement of disputes on the basis of the UN Convention on the Law of the Sea (UNCLOS) in 1982.

In the meeting with Steven Mnuchin, Minh affirmed that the government of Vietnam has been improving the investment environment and encouraging US companies to invest in the country. 

Steven Mnuchin said trade and investment would be one of key pillars in the bilateral relations, hailing Vietnam for sharing more information and tackling pressing economic and financial problems.

Meanwhile, Minh and Wilbur Ross reviewed the milestones on the bilateral trade, agreeing to promote the implementation of the US-Vietnam Trade and Investment Framework Agreement (TIFA) and discuss new framework for the long-term trade.

During the visit, Minh worked with AES Corporation’s CFO Gustavo Pimenta, affirming that the Vietnamese government prioritizes the maintenance of relaxed business environment and facilitate the operations of US firms, mostly in the energy industry. He hoped that AES would bear fruits in its projects in Vietnam and inspire more US companies.
