Prime Minister Pham Minh Chinh and President Vladimir Putin have agreed to step up bilateral cooperation in the energy and oil sectors.

Both leaders at their meeting on October 24 highlighted energy and oil as a key part of Vietnam-Russia relations and hailed the significant achievements in this critical area.
Prime Minister Chinh and President Putin agreed to facilitate expanded cooperation between Vietnamese and Russian energy enterprises in both countries.
They pledged to advance initiatives that support sustainable growth and green transition trends while meeting national development goals. Technology transfer, human resource training, and building a skilled workforce for Vietnam will be the main priorities of initial efforts.
The two leaders expressed satisfaction with the robust development of the Vietnam-Russia Comprehensive Strategic Partnership, underlining both the depth and breadth of the relationship.
They recognized the frequent exchanges and high-level visits as evidence of the strong ties, which are further strengthened by growing bilateral trade. Both sides called for intensified efforts in trade, investment, and tourism while exploring new areas such as renewable energy and infrastructure.
President Putin hailed the successful 25th session of the Vietnam-Russia Intergovernmental Committee on Economic, Trade and Scientific-Technological Cooperation and urged both sides to implement the agreed protocols of the session.
Vietnam welcomes Russian investors and businesses interested in the Vietnamese market and will create favorable conditions for them to do business in the country, Prime Minister Chinh said
The two leaders also discussed strategies to deepen cooperation in other areas where both countries see great potential, such as science and technology, education and training, tourism, and transportation. Both sides agreed to jointly prepare activities to mark the 75th anniversary of diplomatic relations in 2025.

The prime minister expressed his appreciation to President Putin and the Russian Government for providing stable living, working, and educational conditions for the Vietnamese minority in Russia. In addition, Vietnamese students will receive 1,000 scholarships to study in Russia.
Prime Minister Chinh and President Putin also welcomed the recent signing of cooperation documents between Vietnamese and Russian agencies and businesses during the Prime Minister's visit to Kazan.
At the meeting, President Putin recalled his state visit to Vietnam in June 2024, he appreciated the warm and thoughtful reception by the Vietnamese government and people, reflecting the deep and loyal friendship between the two nations.
Venezuela inspired by Vietnam's development
Venezuela wants to learn from Vietnam's experience in socio-economic development, Venezuelan President Nicolas Maduro said at a meeting with Prime Minister Pham Minh Chinh on October 24.

President Maduro underscored Venezuela's respect for its traditional friendship with Vietnam and its desire to strengthen cooperation in all areas, especially between the two ruling parties.
Prime Minister Pham Minh Chinh reaffirmed Vietnam's commitment to its Comprehensive Partnership with Venezuela, emphasizing a deeper focus on economic, trade, and investment cooperation to benefit both countries.
The two leaders agreed to convene a joint commission soon to advance economic, trade, and investment cooperation. Both sides pledged to strengthen cooperation in agriculture, oil, and telecommunications while exploring new potential areas of partnership.
Plans to boost cultural exchange and engage younger generations of both countries were also discussed, including events marking the 35th anniversary of diplomatic ties (1989–2024).
They also exchanged views on international issues, including maritime security and freedom of navigation, and agreed to strengthen cooperation in multilateral forums.
Vietnam, Turkey to strengthen bilateral ties
Prime Minister Pham Minh Chinh and Turkish President Recep Tayyip Erdogan have agreed to expand economic and trade relations to reach a bilateral trade target of US$4 billion.

During their meeting on October 23, the two leaders explored frameworks to further facilitate trade and investment and expand cooperation in areas such as defense and cross-border travel.
The two leaders acknowledged progress in bilateral relations and committed to intensifying high-level exchanges to deepen ties.
They discussed international issues of mutual concern, including recent tensions in the Middle East, and reaffirmed their intention to strengthen cooperation in regional and international fora.
Prime Minister Chinh encouraged Turkish businesses to invest in Vietnam. Recalling his official visit to Turkey in November 2023, he congratulated the nation on its socio-economic progress and expressed confidence that Turkey will achieve its "Century Vision" under the leadership of President Erdogan.
President Erdogan, for his part, congratulated President Luong Cuong on his election as Vietnam's head of state and praised Vietnam's socio-economic achievements. He thanked Vietnam for supporting Turkey's Dialogue Partnership with ASEAN and expressed condolences for the devastation caused by Typhoon Yagi in Vietnam.
During his mission to Russia, Prime Minister Pham Minh Chinh also met with Belarusian President Alexander Lukashenko, Uzbek President Shavkat Mirziyoyev, South African President Cyril Ramaphosa, Iranian President Masoud Pezeshkian, UN Secretary-General Antonio Guterres, Chairman of the Eurasian Economic Commission Bakytzhan Sagintayev, and the foreign ministers of Cuba, Indonesia, Thailand, and Saudi Arabia.
