For the capital's urban transportation network and for connecting the country's road and rail systems, the project is of particular importance.

Vietnam's Ministry of Transport (MoT) has handed over the project file of the Yen Vien - Ngoc Hoi section of  Railway Line No.1 to the Hanoi People's Committee for further study and investment.

The Hanoi Urban Railway Project line 1, section Ngoc Hoi - Yen Vien.

As part of the railway network planning for 2021-2030, with a vision to 2050, the Prime Minister has decided to convert the Ngoc Hoi - Yen Vien and Gia Lam - Lac Dao sections into urban railways after the Eastern Ring Railway becomes operational.

According to the planning, the Hanoi People's Committee has been entrusted with researching and investing in Urban Railway No.1 from Yen Vien to Ngoc Hoi.

The Hanoi People's Committee is, therefore, responsible for coordinating with the MoT to determine the investment itinerary for the Ngoc Hoi Complex and the Eastern Ring Railway and to agree on the schedule for handing over the national railway sections.

The Urban Railway No.1, section Yen Vien to Ngoc Hoi, (formerly known as the Hanoi Elevated Railway Project, Ngoc Hoi - Yen Vien section) has been identified by the MoT and Hanoi as a priority urban transport project of special significance for the capital's urban transport network and for linking the nation's road and rail systems.

The Ngoc Hoi station complex, which will serve as the starting point for the national railway from Hanoi to Ho Chi Minh City, will have the capacity to accommodate national and rail operations and a rail depot area.

To ensure the effective implementation of railway network planning, the Government's Decision No.396/QD-TTg of April 17, 2023, emphasizes prioritizing resources for investment, upgrading, maintenance, and protection of railway infrastructure, including railways.

The Government calls for the mobilization of all available resources for railway development and instructs the People's Committees of provinces and cities to actively mobilize legal capital for investment in connections between urban railways, specialized railways, and other related initiatives.

The decision also outlines policies, solutions, and resource allocation measures to support the implementation of the railway network plan for 2021-2030, with a vision for 2050.
