High speed railway engineers to be trained in Japan
The Hanoi Times - The Vietnam Railway Corporation (VRC) has signed a deal with the Central Japan Railway Company (JR Tokai), regarding the training of engineers in the use of Japanese high-speed rail technology. Under the terms of the newly-inked agreement, the first group of 10 engineers will be sent to Japan to attend the course, which runs from March-November 2009, said VRC’s General Director Nguyen Huu Bang. This move came after the Vietnam-Japan Consulting Joint Venture (VJC), in its initial report, proposed the use of Japanese Shinkansen technology in the planned express railway linking Vietnam ’s capital city of Hanoi with Ho Chi Minh City , its largest southern economic hub. The railway project is o­ne of Vietnam ’s three major infrastructure projects and there is still much to do, particularly regarding human resources, said Bang. He added that VRC has sent over 100 officials and engineers to Japan since 2006 to learn about the high-speed technology so that they will be able to operate the rail system o­nce it completed. Using the planned technology, the railway will be designed for trains to travel at a maximum speed of 360 km per hour. However, the consultant joint venture recommended running trains at a maximum of 320 km per hour using Fastech 360s trains. The 1,630-km-long express route will contain a total of 26 stations, including Hanoi and Thu Thiem terminus in Ho Chi Minh City . It will help to reduce the travel time between the country’s two largest cities to under 10 hours. As scheduled, the railway lines from Hanoi to central Vinh city and from central Nha Trang city to Ho Chi Minh City in southern Vietnam will be laid during the 2010-2015 period. From 2015-2020, construction will begin o­n the routes between Vinh and Nha Trang and between Hanoi and the northern mountainous provinces of Lao Cai and Lang Son.

Vietnam to build Space Technology Center
The Hanoi Times - A space technology research centre will be built in Hanoi using 350 million USD sourced from Japan s official development assistance (ODA). A project to build a space technology research and development center at the Hoa Lac Hi-tech Park, Hanoi is now being researchedThis announcement was made at a seminar jointly-held by the Vietnam Institute of Science and Technology and the Japan External Trade Organisation (JETRO)’s consultative group in Hanoi. The centre, the first of its kind in Vietnam, will aim to effectively implement the country’s space technology research and application strategy by 2020. The project will consist of 14 functional areas, including a satellite manufacturing plant, an integrating and testing centre, a magnetic field testing area, a satellite control centre and an observatory model. Work o­n the centre is scheduled to commence in 2010 and is expected to be completed in 2017. Participants at the seminar stressed the importance of building the space technology research centre, saying that it will help the country to master the technology to manufacture and launch satellites that are capable of capturing images of the whole of Vietnam in all weather conditions through the use of radar and optical technologies. The centre will capture and treat remote satellite data, giving an early warning of natural and environmental disasters, forecasting agricultural output and seafood resources, updating electronic map systems used for land management and planning, as well as building training systems. The feasibility study for the project is expected be completed later this year to be submitted to the Vietnamese and Japanese governments for approval.

3G indispensable to Vietnam
The Hanoi Times - Foreign experts participating in a workshop o­n communication technology held under the Vietnam Telecomp and Vietnam Electronic 2008 exhibition said that 3G is an indispensable requirement in VietnamAccording to Jaikishan Rajaraman, GSMA’s high-ranking director, the world has more than 700 GSM network operators and 199 HSPA networks and the prices for CDMA cell phones have fallen by 80% in the past four years. Meanwhile, a mere 2.3% of mobile service subscribers and 20 million Internet users have access to mobile broadband. GSMA asked around 300 people in Hanoi and all of them said they were ready for broadband and this means that developing a 3G network in Vietnam is indispensable. He said 3G is the most effective way for Vietnam to make a revolution from fixed to mobile phones to help the economy further develop. He gave some examples: farmers can quickly have updated weather information or receive health care consultations while students can study wherever they are, they do not have to go to universities in big cities with 3G. Gilbert Marciano, Solution Director of Alcatel – Lucent, said that Vietnam has necessary conditions to develop 3G network because 65% of the Vietnamese population is under 30 years old. They are young so their need for mobile services will be high and mobile broadband is a requirement. However, international experts also addressed some difficulties for developing 3G networks in Vietnam. The biggest problem is formalities, said Jaikishan Rajaraman. Difficulties in getting licences for 3G networks are barriers for businesses. This is also a problem in other countries like India and Thailand. Gilbert Marciano expressed his concern about the high costs to implement 3G services in Vietnam. He advised Vietnamese companies to learn experience from developed countries.
