The general secretary said at the National Conference, the hybrid event, held in Hanoi on December 1 by the Politburo and the Party Central Committee’s Secretariat, reviewed the implementation of Resolution No. 18-NQ/TW and examined socio-economic measures for 2025.
The session was attended by 1,3 million delegates from 14.530 connection points nationwide.
The Party chief emphasized that institutional reform for development is a shared responsibility of the entire political system, including each cadre and Party member involved in drafting and implementing laws.
He stressed that socio-economic development guidelines and policies are well-established, calling for immediate action.

To achieve upper middle-income status by 2030 and high-income status by 2045, Vietnam must secure continuous double-digit economic growth. The Party Central Committee, Government, and National Assembly are focusing on resolving bottlenecks and establishing foundational factors, particularly in transport and energy infrastructure, human resources, institutional reforms, and administrative procedures.
He urged localities to promote creativity and set specific targets to achieve national objectives. Cadres and Party members must embrace innovation and prioritize the common good.
Economic development must address social issues and environmental protection, with a focus on social welfare policies, poverty eradication, and housing improvements.
Regarding Party congresses, he emphasized the importance of discussing national development goals and refining documents for the 14th National Party Congress.

Concerning human resources, he called for preparing qualified personnel for the new term and stressed the need to streamline the political system's apparatus and ensure fairness and objectivity in the reorganization process.
He urged all authorities and sectors to show strong political determination in streamlining the political system's apparatus, emphasizing the need for qualitative changes. Each level must propose suitable models for their agencies and report to the Party Central Committee by the first quarter of 2025.
He stressed that streamlining should be urgent yet prudent, incorporating expert opinions and international experiences. This process must align with payroll restructuring and staff capabilities, ensuring fairness and objectivity in policies and regulations for those affected by the reorganization.

Hanoi’s leaders and officials responded to the conference with the participation of the city’s top leaders: Chairman of the People’s Committee Tran Sy Thanh, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Deputy Chairman of the People’s Committee Ha Minh Hai, Deputy Chairman of the People’s Committee Nguyen Manh Quyen, Deputy Chairman of the People’s Committee Nguyen Trong Dong, Chairman of the People’s Council Nguyen Ngoc Tuan, among others.
