Officials failing to prove asset sources may be prosecuted

Any official who fails to show proof of the sources of their assets may be prosecuted as public concern mounts over misallocations and embezzlement.

This is one of the new regulations written into the revised Civil Code, said Minister of Justice Ha Hung Cuong at an Q&A session with National Assembly deputies at on June 12.

National Assembly Deputy Do Van Duong said, people have hailed government efforts to deal with big corruption cases which have caused huge losses, some of thousands of billions of VND, to the stage budget. However, asset withdrawal from these cases remains modest, estimated at around 10%.

Minister Ha Hung Cuong blamed this on the lack of an unified and transparent system for asset registration.

The minister also commented that Vietnam's certified public accountants have not taken on their full responsibility. He pointed out that such cases fall under the purview of civil courts and are not within the jurisdiction of the criminal justice system.

Speaking about possible solutions, Cuong said that the Ministry of Justice has proposed some adjustments, including some connection between the civil and criminal courts when it comes to cases that result in large losses to the state budget, as well as further measures to more firmly apply the application of asset withdrawals.
