National Assembly discusses ways to promote economic development

On October 22, National Assembly (NA) deputies to the second session of the 14th National Assembly discussed ways to further promote economic development.
Issues up for group discussions during the day consist of the five-year financial plan; the targets and orientations for mobilising and using loans and public debt management between 2016 and 2020; the mid-term public investment plan for 2016-2020, the implementation results of the state budget plan for 2016; state budget estimates and state budget allocation proposals for 2017.
The deputies praised the Government’s efforts to overcome numerous difficulties in the past months and its directions for the future.
Minister of Finance Dinh Tien Dung, a deputy of Ninh Binh province suggested solutions for the government to realize the set socio-economic targets.
The minister said that it is necessary to focus on the disbursement of construction capital which should be considered a breakthrough solution, while strengthening the expansion of export market, preventing fake and low quality goods, smuggling, and trade frauds.
Nguyen Duc Kien, a deputy of Soc Trang province said, “I think the government needs to speed up the SOE equitization. We need to have specific lists of investment using stocks from the SOE equitization to protect state assets and balance the budget. We also need to effectively respond to the restructuring plans put forth at the 4th session of the 11th Party Central Committee and the 12th National Party Congress”.
In the same day, the deputies also discussed the 2016-2020 economic restructuring plan. According to Tran Hoang Ngan, a deputy of Ho Chi Minh City, in addition to restructuring public investment, credit agencies and state economic groups, it needs to restructure state budget to improve the efficiency of capital utilization and tax collection. 
This plan also aims at improving the self-reliance of the national economy focused on promoting the private sector and focuses on resource allocation with priorities given to potential areas.
They also discussed a 5-year financial plans, public debt management, mid-term public investment, state budget implementation, estimates and allocation.
