Infrastructure is essential for Hanoi's first satellite city to attract investment

As Hoa Lac urban area’s transport infrastructure system has still been underdeveloped, not many investors have shown interest in Hoa Lac Hi-tech Park.

The infrastructure system in Hoa Lac satellite, the first of five of its kind in Hanoi, needs to be completed in order to attract investment into this key urban area, Kinhtedothi.vn reported.

Currently, the Hoa Lac urban area is still under construction with incomplete infrastructure. Among seven zones of the project, the Hoa Lac High-Tech Park, designed to stretch an area of 1,350 hectares, has the most advanced infrastructure. It has lured investment from major Vietnamese and foreign corporations, including Vingroup, FPT, Viettel, VNPT, and NIDEC.

Director of the Hanoi Institute of Construction and Planning Luu Quang Huy said that in the Hoa Lac urban area, only internal roads for the High-Tech Park, National University and military areas have been built. Besides, it is only accessible through Thang Long boulevard from Hanoi’s downtown and adjacent localities.

As Hoa Lac urban area’s transport infrastructure system is undereveloped, not many investors have shown interest in the Hi-tech Park.

As of June 2020, Hoa Lac has attracted 94 investment projects with total registered capital of about VND89.3 trillion (US$3.8 billion), an amount that is not commensurate to the potential of a national high-tech park.

Deputy Director of the Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh said that among the five satellite towns, Hoa Lac is expected to be the most important driving force of Hanoi and the capital region, which is comprised of Hanoi and surrounding provinces.

One of the prerequisites for the development of the Hoa Lac urban area is the completion of a convenient internal road network linking its functional areas, and between the satellite city and the downtown.

Former General Secretary of the Vietnam Urban Association Vu Thi Vinh said that Hanoi can apply other countries’ experiences in building satellite cities and infrastructure.

The connection between the satellite city and the downtown must be through a complete transportation system such as highways and urban railways, which play the role of road axis, Vinh added.

“The transport infrastructure system in Hoa Lac satellite urban area has been clearly stated in the master plan. The funding for its development must be mobilized from many sources such as the city's budget, the private sector and the government’s funding," Vinh said.

Hanoi’s authorities on July 9 made public the prime minister-approved master plan of the Hoa Lac urban area till 2030, covering 17,274 hectares. The master plan is part of the general planning for building the capital city till 2030, with the vision till 2050.
Hoa Lac is planned to be the largest of the five satellite towns of Hanoi. In the future, the Hoa Lac urban center will become a science and technology city, the hub of advanced intelligence and technology, high-quality human resource training facilities, science and technology research center, national universities and vocational colleges, and hospitals.
