Hanoi sees citizen satisfaction as measure of administrative reform success

The city is working to streamline administrative procedures and facilitate online public services for citizens and businesses.

Hanoi aims to put citizens at the forefront of policy-making and consider their satisfaction as a key indicator of the success of administrative reform, said Ha Minh Hai, Deputy Chairman of the Hanoi People's Committee, at a meeting on the implementation of Project 06 on November 13.

Hai, who is Deputy Head of Hanoi's Steering Committee for Administrative Reform and Digital Transformation, emphasized that three key principles must guide administrative reform activities: maintaining a strong service mentality, actively listening, and respecting the rule of law.

He urged the relevant units to prepare budgets based on the 2025 plan and stressed the importance of avoiding waste. "We need smart solutions and innovative approaches that incorporate 'green' and 'digital' strategies to enhance the quality of life of our citizens," he said.

Impressive figures

The meeting provided an overview of the significant achievements in Hanoi's implementation of the Project to Apply Population, Identification, and Electronic Authentication Data for National Digital Transformation in 2022-2025, with a vision toward 2030, as launched by the Government (Project 06).

In less than four months since the launch of iHaNoi - the digital citizenship application, over one million users have registered accounts and nearly nine million visits have been made to access and use the platform.

As of October 2024, there have been 674,543 cashless payment transactions at parking lots, with a total value of VND6.8 billion (US$267,523).

Hanoi has also made progress in the development of digital citizens, registering nearly 6.4 million electronic identification accounts at levels 1 and 2, exceeding targets, with more than 5.6 million accounts activated.

The city has made significant progress in administrative reform by moving 1,191 out of a total of 1,885 administrative procedures online. This restructuring has improved access to these services for citizens and businesses.

Additionally, the city has piloted the establishment of a Centralized Administrative Service Center, a new department-level unit required by the central government. This initiative is the result of extensive research conducted by the Central Steering Committee to develop a model based on past administrative practices.

Substantial headway has also been made in opening accounts for social welfare beneficiaries and implementing cashless social security collection. In October, Hanoi completed the payment of social security benefits to more than 291,000 beneficiaries, with total funds exceeding VND343 billion ($13.5 million).

Nearly eight million people benefit from monthly programs administered by the Hanoi Social Security. Of these, 7.7 million have updated their information in the sector's database, ensuring accuracy and consistency with the national population database.

 An overview of the meeting

The city also holds  a competition on administrative reform initiatives to improve indexes, including the Public Administration Satisfaction Index (SIPAS) and the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) in 2024 and subsequent years. The prizes will be awarded on November 16, 2024.
