Hanoi to taking advantages of science and technology
Known as a leading locality of science and technology in the country, over the past years, Hanoi has paid special attention to bringing into full play the capital city’s advantages, potentials; especially in universities, research facilities and intellectuals, leading scientists in the area.
Strongly developing science and technology, Hanoi's market to create breakthroughs of production resources, innovate growth models, improve competitiveness of the city’s economy, promote the industrialization and modernization, build a prosperous, beautiful, civilized and modern capital city.
After nearly five years of implementing the Resolution 20-NQ/TW dated November 1, 2012 of the Party Central Committee on developing technology and science to serve the industrialization and modernization in the context of socialist-oriented market economy and international integration, Hanoi closely followed the direction of the Central and strictly deployed the building of action programs, plans for the effective implementation. After all, the capital city gained initial achievements in strengthening applications of science and technology into practical production and life, positively contributing to developing the Capital’s economy, culture, society.
In addition, identifying that the science and technology plays an important role in creating favorable conditions to promote creative activities, technological innovations as well as improving science and technology capacity for socio-economic development of the Capital, the country, since 2006, Ha Noi has built the project “Developing the science and technology market in the capital city for the 2006-2010 period with a vision to 2015” with the overall target of building the science and technology market in association with the market system in the area, contributing to promoting science, technology activities for the Capital’s socio-economic development towards efficiency, sustainability to meet requirements of industrialization and modernization, establishment of a knowledge economy, promotion of regional cooperation and proactively international economic integration.
In the science and technology development strategy of Hanoi by 2020, the capital city has indentified development of science and technology market as ones of key contents, including: enforcing and protecting intellectual property rights; focusing on synchronously developing infrastructure system, human resource, intermediate institutions of the science and technology market; promoting the supply-demand relationship for products, services of science, technology; bringing into full play the central role of science, technology enterprises; proactively integrating in the region, the world in terms of science and technology.
In the coming time, Hanoi will continue strengthening communication, popularization to improve awareness, responsibility of Party Committees, authorities at all levels on the role of science and technology in the cause of industrialization and modernization of the Capital, the country in accordance with the Resolution No. 20-NQ/TW; researching, reviewing and issuing several mechanisms, policies to innovate building, implementation of science and technology missions; researching innovation of financial mechanisms as a key solution – a breakthrough in innovating the management of science and technology; enhancing the "order" mechanism with scientists; setting up the mechanism on assigning rights of scientific research for scientist on basis of signed research contracts; putting the fund for science and technology development into operation; building specific policies, regulations to create favorable conditions for organizations, enterprises to get loans with preferential interest rates as well as reduce the cost of science, technology research; encouraging enterprises to raise the fund for science and technology development to combine production activities with research.
