The Hanoi Department of Natural Resources and Environment and related branches are required to enhance the inspection of projects using public land but fall behind schedule as well as handling investors who are in arrears with their tax payment in Me Linh district in the outskirts of Hanoi.

"The department needs to analyze feedback and counsel the city on the management of non-budget projects," Phung Thi Hong Ha, Vice Chairwoman of the Hanoi People's Council, urged.

The municipal People's Council has conducted several inspections on land management at those projects   and announced conclusions  in Me Linh district, one of the localities with a huge number of slow progress  projects,  the most notorious among them are the housing development projects of Ha Phong, CEO, Cienco 5, Tien Phong, Quang Minh, Viet A and some others.

Up to thousands of hectares of land in Me Linh district are planned for the development of housing, villas, parks, and entertainment projects. However, after being cleared for urbanization, the terrains are being left unused for decades.

Currently, the district has 60 non-budget capital projects falling behind schedule, of which 36 projects have been allocated land, 21 others are waiting, three projects have been allocated land in phases.

Hoang Anh Tuan, Chairman of Me Linh district People's Committee, said that the 60 projects have expired and must be adjusted for renewing their investment certificates and investment policies.

Currently, Hanoi has adjusted the investment policy of seven projects while that of 53 others will be modified soon.

"The district in coordination with departments and branches proposed the city People's Committee to revoke investment decisions of four projects, remove planning problems for 15 projects and complete site clearance for some others," Tuan said.

Vice Chairman Ha demanded departments, branches of Me Linh district to continue implementing the inspection and handling of the projects’ violations.

In addition to Me Linh district, there are projects falling behind schedule in districts of Hoai Duc with 51 projects, Nam Tu Liem with 48, and Hoang Mai 25 projects.
