Hanoi strives to have 100% modernized rural districts by 2025

For building new-style rural areas, Hanoi will keep achieving and over-fulfilling the 19 criteria on different aspects, aiming to boost the development of rural regions in Vietnam.
Hanoi strives to have all rural districts meet new-style criteria by 2025, Chairman of the city's People’s Committee Nguyen Duc Chung said at a recent conference reviewing the ten-year implementation of the national target program on building new-style rural areas.

Regarding the key task in the near future, Chung said that Hanoi strives to keep developing agriculture into a high-value commodity production by 2020, achieving an average agricultural growth of 3.5-4% per year.

For building new-style rural areas, a term that refers to building rural areas into modern ones, Hanoi will keep achieving and over-fulfilling the 19 criteria on different aspects, aiming to boost the development of rural regions in Vietnam, Chung stressed.

He added that the city will have 85% or more of the communes reaching the new-style rural standards by 2020. 

Besides, socio-economic infrastructure in rural areas has been built to basically meet the requirements of production development and people's life, Chung said.

For improving farmers’ lives, Hanoi strives to increase farmers’ per capita income in rural areas to VND50 million (US$2,150) per year or more by 2020. The proportion of employed laborers with regular jobs will reach over 95%. The poverty rate in rural areas will decrease to less than 1.5%.

Hanoi’s impressive outcomes of the new-style rural area building

According to Chairman of the municipal People’s Committee Nguyen Duc Chung, six outlying districts have met all the criteria and earned the new-style rural area recognition, namely Dan Phuong, Dong Anh, Thanh Tri, Hoai Duc, Gia Lam and Quoc Oai.

As many as 325, or 84.2% of the city’s total 386 communes, have gained the status, surpassing the target of 80% set for the end of 2020.

Over the last ten years, municipal authorities have successfully engaged thousands of collectives, individuals, businesses and households in contributing to the building of new-style rural areas with more than VND14.74 trillion (US$633.7 million) raised. 

In particular, a number of local residents have made donations worth over VND7.2 trillion (US$309.6 million) in total to the program, Chung said.

However, he also admitted certain shortcomings, noting that Hanoi hasn’t succeeded in attracting more investment into agricultural production, especially hi-tech farming and business-matching under production chains. 

There remains a gap in the outcomes of building new-style countryside among districts, while funding for the program in the city is still mainly sourced from the state budget.

At the conference, Prime Minister Nguyen Xuan Phuc applauded efforts by Hanoi, where the new-style rural area building program is carried out on the largest scale nationwide with 17 outlying districts embracing 386 communes and covering over 2,230 square kilometers with a population of 4.1 million.

Living standards of rural residents in the city have been improved considerably and higher than the national average, the government leader commented.

The PM said Hanoi’s rural areas should take the lead in applying the achievements of the Industrial Revolutionn 4.0. He called on the city to develop satellite urban areas more strongly and associate new-style rural area building with urban development.
